According to Malaysia's Ministry of Plantation and Commodities (KPK), the strategy aims to gradually reduce reliance on raw pepper exports while promoting value-added processed products.

Deputy Minister Datuk Seri Huang Tiong Sii said the plan will be implemented under the 13th Malaysia Plan (2026-2030), focusing on improving production quality and expanding processing capacity rather than simply increasing export volumes.
