Self-reliant projects showcasing Vietnamese mastery of technology

(VAN) According to Prime Minister Pham Minh Chinh, major projects carry strategic significance in ‘shifting the situation and transforming the status’ of the nation’s strategic infrastructure.

On the morning of August 19, simultaneous groundbreaking and inauguration ceremonies for 250 projects were held across the country to celebrate the 80th anniversary of the August Revolution and the founding of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025).

Speaking at the National Convention Center in Hanoi, Prime Minister Pham Minh Chinh expressed honor and emotion as he reflected on the 80-year journey, underscoring pride in the historic traditions and heroic past of the Vietnamese people.

With the indomitable spirit of the August Revolution, Vietnam is now pushing forward with greater speed, boldness, and determination to achieve the goals set out by the 13th Party Congress and the 2021–2025 Socio-Economic Development Plan, resolute in realizing its two strategic centennial goals.

“Today, we inaugurate and break ground on 250 large-scale, technically complex projects of great importance to socio-economic development, with robust participation from private enterprises,” Prime Minister Pham Minh Chinh emphasized.

Government leaders stressed that these key projects hold strategic significance in “shifting the situation and transforming the status” of national strategic infrastructure. They aim to bring to life the Party and State’s vision for comprehensive, modern infrastructure that creates new development space, strengthens economic and regional connectivity, builds an attractive investment and business environment, generates jobs and livelihoods, fuels national development, enhances brand value, reduces input and logistics costs, and boosts the competitiveness of goods and enterprises.

The projects also reflect the determination of the entire Party, the active engagement and shared responsibility of the political system, citizens, and businesses, particularly private enterprises—in developing national infrastructure with the spirit: “What is said must be done; what is committed must be fulfilled; and what is implemented must yield concrete results and products".

They further symbolize the maturity, confidence, resilience, and technological mastery of the Vietnamese people in socio-economic infrastructure development, projects in Vietnam, by Vietnamese, and carried out by Vietnamese.

Fast-tracking projects to serve national development

To quickly bring these projects into operation to serve the country’s development goals in the new era, with the spirit that “the sooner projects are launched, the greater their effectiveness, lowering the ICOR (Incremental Capital-Output Ratio), avoiding cost overruns and delays, bringing joy to the people, excitement to society, and progress to localities and the nation”, Prime Minister Chinh instructed investors and relevant units to ensure safe management, operation, and utilization of today’s inaugurated projects, maximizing investment efficiency and maintaining a bright, green, clean, and beautiful environment.

He urged localities to leverage the projects’ advantages to invest in planning and develop new spaces and infrastructure to foster local socio-economic growth, while continuing to care for residents, especially families who gave up land for the projects.

The Prime Minister also called on localities, investors, contractors, agencies, and units to focus on removing legal barriers, investing in equipment, manpower, and resources, and swiftly resolving administrative procedures to expedite construction, exceed timelines, improve quality, and bring projects into effective operation as soon as possible.

He emphasized further decentralization and delegation of authority, tied to resource allocation, so that “localities decide, localities implement, localities take responsibility,” while strengthening inspection and supervision. Barriers in institutions must be dismantled, and burdensome administrative procedures cut for citizens and businesses. This must be ensured through the “six clears”, clear people, clear work, clear timelines, clear responsibility, clear products, and clear authority, so as to achieve the “three easies”: easy to check, easy to supervise, and easy to evaluate.

At the same time, project implementation must follow the principle of “three haves” and “two don’ts”. The “three haves” are: benefits for the State, benefits for the people, and benefits for enterprises. The “two don’ts” are: no corruption, negativity, or misconduct, and no losses or waste of people’s assets, efforts, or money.

During implementation, especially when challenges arise, he called for a spirit of solidarity: “thoughts must be clear, determination must be high, effort must be great, actions must be decisive and effective, every task must be seen through, and every issue must be resolved”. Problems should be immediately reported to competent authorities for timely resolution.

With the spirit that “resources stem from vision, motivation comes from innovation, and strength comes from the people and enterprises,” every individual and stakeholder must demonstrate self-reliance, courage, initiative, and timeliness, without waiting or relying passively. They must innovate in thinking, methods, and approaches to fulfill assigned tasks.

Sectors must enhance mutual support, with large enterprises assisting smaller ones, encouraging local businesses to grow stronger and capable of undertaking larger projects in their own communities.

On this occasion, Prime Minister Chinh urged all levels, sectors, localities, businesses, organizations, and individuals to continue striving and competing to accelerate project completion, aiming for early operation in 2025. In particular, he called for rapid progress on procedures to simultaneously inaugurate and break ground on projects nationwide on December 19, 2025, in celebration of the 14th National Party Congress.
