Navetco advances VND 10 billion to compensate dairy cow farmers’ losses

According to Lam Dong Department of Agriculture and Rural Development, after completing the compensation plan, from October 14, the National Veterinary Joint Stock Company (Navetco) will coordinate with the People's Committees of communes with sick and dead cows to conduct specific negotiations with each household.

Statistics from September 27 to the present show that Lam Dong province has 23 dead dairy cows (8 in Don Duong district and 15 in Duc Trong district). Lam Dong Sub-Department of Livestock Production, Animal Health and Fisheries, together with Navetco and the district-level Agricultural Centers, took samples for testing. Among the samples from 23 dead cows, 9 samples were positive for Bovine viral diarrhea(BVD).

In order for farmers to promptly restore production, on October 11, the Department of Agriculture and Rural Development issued a document requesting Navetco to make compensation as soon as there is agreement from the people with complete documents.

According to Vu Dinh Cuong, Deputy Director of Lam Dong Department of Agriculture and Rural Development, by 11:00 a.m. on October 21, out of 223 households participating in the initial agreement, 214 households had accepted the level of compensation. During the negotiation, the households also shared the losses and requested early payment to soon restore production.

“Navetco has transferred VND 10 billion out of the total of more than VND 20 billion agreed to the affected households in Quang Lap, Da Ron, Ka Don, Pro, and Tu Tra communes of Don Duong district plus the two communes of Tan Nghia and Dinh Lac from Di Linh district. The coordination between the relevant parties in the compensation work is basically being well-implemented, timely and on schedule,” said Deputy Director Vu Dinh Cuong.

For households that have not agreed on the compensation plan, Lam Dong Department of Agriculture and Rural Development and localities regularly work with Navetco to organize the implementation of agreements to reach the best solution for damaged livestock farmers, ensuring adequate, reasonable compensation and support in accordance with the law.

“The prices for damage compensation are civil agreements between Navetco and farmers. The damage of each household is different, so negotiations between the company and the people require mutual understanding and sharing to reach a reasonable agreement,” said the Deputy Director of Lam Dong Department of Agriculture and Rural Development.

Accordingly, the compensation price given by Navetco is as follows: VND 70,000/kg for non-pregnant heifers (including calves); VND 75,000/kg for pregnant heifers; VND 80,000/kg for non-pregnant breeding cows; and VND 85,000/kg for pregnant breeding cows.

Support for the cost of medical treatment is VND 1.5 million/cow. The cost of production loss (for dairy cows) is VND 3 million/cow. Support for miscarriage for sick cows (not applicable to dead cows) is VND 7.5 million/cow. The compensation and support plan for damage is applied to cases with complete documents.

According to Lam Dong Department of Agriculture and Rural Development, in the plan and agreements between Navetco and the people, compensation will be paid in 2 installments, in which the first payment is 50% of the compensation value, support within 5 days after receiving complete documents and the second payment is the remaining 50% within 30 days after the first payment.

Navetco Company is now working with the People's Committees of communes to negotiate and reach agreements with the people. It is expected that the negotiation and agreement and compensation payments will be completed during October and November 2024.

“The herd of dairy cows have not fully recovered after receiving the vaccine, so some cows have developed secondary illnesses. Therefore, Lam Dong Department of Agriculture and Rural Development has directed the provincial veterinary force and localities to strengthen monitoring, treatment. Farmers should pay extra care for dairy cows after a period of illness to increase their resistance. The main focus is to prevent potential diseases and have disease outbreaks under control,” said Vu Dinh Cuong, Deputy Director of Lam Dong Department of Agriculture and Rural Development.
