Bright gamut of the Tay Ninh agriculture sector

On September 19, the Tay Ninh Provincial Party Committee held a mid-term conference for preliminary review on implementing the Resolution of the 11th Provincial Party Congress, term 2020–2025.

In the 2020–2023 period, all aspects of social life were seriously affected due to many difficulties and challenges, such as the complicated and unpredictable world political situation, the global economic downturn, rising inflation, and the unprecedented COVID-19 pandemic.

Amidst all the difficulties, the agriculture sector continues to affirm its role as a "pillar" of the economy, firmly ensures food security, creates livelihoods, jobs, and stable income for rural people, and makes an important contribution to the political stability and socio-economic development of Tay Ninh province.

The development targets of the agriculture sector assigned in the Resolution have basically reached progress according to the oriented path. The sector's total GRDP reached over VND 20,800 billion in 2022 and VND 8,900 billion in the first six months of 2023. The average growth rate reached 2.75%/year. The structure of GRDP in agriculture, forestry, and fisheries was reduced to 17.7%. The product value per 1 hectare of cultivated land reached VND 109 million/year. The proportion of new rural communes reached 85.9%, etc."

According to Mr. Nguyen Dinh Xuan, Director of the Tay Ninh Department of Agriculture and Rural Development, in the 2020–2023 period, rural irrigation and clean water infrastructure were regularly maintained and repaired to ensure water sources for production and supply industrial and domestic water for people.

Irrigation projects were implemented promptly. During the period, 48 capital construction investment projects with a total capital of VND 559 billion were implemented, notably the key irrigation project to the West of the Vam Co River that has basically completed phase 1, serving production for 17,000 hectares of agricultural land and contributing to accelerating the province's crop restructuring.

As of now, Tay Ninh has converted over 7,640 hectares of inefficient crops (rubber, sugarcane) to crops with higher economic efficiency (fruit trees, vegetables), increasing the cumulative conversion of the whole province to 41,000 hectares.

Livestock has strongly developed, with a herd size of over 10 million cattle. Poultry increased by 6.1% compared to 2020. The livestock industry continues to gradually shift from small-scale farming to industrial farming and farms associated with biosafety. The highlight in recent times is the new issuance of 67 projects with registered capital of over VND 5,300 billion, helping to increase the proportion of livestock industry value in the agricultural value structure from 16.8% in 2020 to 19.2% in 2023.

The application and transfer of technology courses in production have been enhanced. The highlight in recent times is the implementation of the High-Tech Agricultural Production Zone Project in Tay Ninh province as a basis for attracting investment, applying science and technology to production, and gradually forming a concentrated production area.

According to Tay Ninh Provincial Party Secretary Nguyen Thanh Tam, with the current difficult economic situation, it is a big challenge for Tay Ninh to complete the remaining socio-economic targets in the 2020–2025 half term.

This important conference is an opportunity to comprehensively review and evaluate achieved results, identify shortcomings and limitations, and propose optimal solutions to successfully implement Resolution for the entire term in the spirit of effort, striving to achieve the highest level of Resolution’s targets, and creating a foundation for the province to develop in the next period.

"As for the targets proposed by the Resolution of the 11th Provincial Party Congress that are considered difficult to complete, sectors and levels need to focus on reviewing and proposing solutions close to the actual situation to implement immediately. Focus on leading and directing the removal of difficulties and obstacles that arise in practice. In cases where mechanisms, policies, or guidelines are needed, sectors and levels need to urgently advise the Provincial Party Committee to consider and direct implementation.

In addition, it is necessary to focus on implementing the province's key investment projects, soon completing them and putting them into operation; proactively prepare the necessary conditions to deploy major transportation projects (highways, inter-line roads, ports, yard infrastructure, etc.); and monitor and grasp the progress of private investment projects that have been planned and have investment guidelines, especially key projects, in order to support, remove difficulties, and encourage investors to implement projects.

It is also necessary to promote regional cooperation and connectivity with Ho Chi Minh City and localities in the Southeast region. Effectively implement Resolution No. 24-NQ/TW, dated October 7, 2023, of the Politburo on 'Socio-economic development and assurance of national defense and security in the Southeast region until 2030, with a vision to 2045', in which focusing on promoting transportation connections and economic development links (attracting investment and trade) in order to better exploit the potential and advantages of the province," said Tay Ninh Provincial Party Secretary Nguyen Thanh Tam.
