The Viet Nam Environment Protection Fund (VEPF) is the national environment protection fund and a state financial institution under the Ministry of Agriculture and Environment. The fund was established under the Prime Minister's Decision No. 82/2002/QD-TTg dated June 26, 2002, and operates in accordance with the Prime Minister's Decision No. 78/2014/QD-TTg dated December 26, 2014. VEPF has the function of providing concessional loans, grants, and interest-rate support for programs, projects, activities, and tasks related to environmental protection and climate change response.

The current preferential lending policy of VEPF is as follows:
Duration of loan: Up to 10 years.
Interest rate for 2025: 2.6%/year (fixed throughout the loan term).
Grace period: Up to 2 years.
Objects of lending: Organizations and individuals with environmental protection investment projects in the following fields:
- Investment projects in industries and occupations related to the collection, treatment, recycling, or reuse of waste, including:
- Treatment and disposal of solid waste (garbage);
- Collection of solid waste (garbage);
- Collection and treatment of wastewater;
- Recycling or reuse of waste.
Enterprises engaged in the production and supply of technologies, equipment, products, and services serving environmental protection requirements, including:
- Supply of waste treatment technologies integrated with energy recovery, and energy-saving technologies that have been assessed, appraised, or provided with opinions in accordance with the law on technology transfer;
- Supply of solid domestic waste treatment services, co-processing of solid domestic waste, and ambient environmental monitoring services;
- Production of clean energy and renewable energy and manufacturing of environmental monitoring equipment.

VEPF also provides concessional loans for other sectors stipulated in Appendix XXX—the list of environmental protection activities eligible for incentives and support, under the Government's Decree No. 08/2022/ND-CP dated January 10, 2022, that details a number of articles of the Law on Environmental Protection and other relevant legal documents.
