On October 21, at the Embassy of Vietnam in Tokyo (Japan), the Ministry of Agriculture and Environment of Vietnam, in collaboration with Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Embassy of Vietnam in Japan, held the “Conference on investment promotion for high-quality, low-emission rice regions associated with green growth in the Mekong Delta." The event was co-chaired by Deputy Minister of Agriculture and Environment Tran Thanh Nam, Deputy Minister of Agriculture, Forestry and Fisheries Watanabe Yoichi, and Vietnamese Ambassador to Japan Pham Quang Hieu.

Previously, in September, the Governments of Vietnam and Japan signed the “Medium- and long-term vision for Vietnam-Japan agricultural cooperation for the 2025–2030 period”, aiming for comprehensive collaboration in green transition, digital transformation, and sustainable agricultural development. Building on that spirit, the conference served as an international-scale investment promotion forum connecting technology corporations, enterprises, research institutes, and development organizations from both countries.
The focus areas included: attracting technology investment to reduce greenhouse gas emissions in high-quality rice production models; applying digital technology and smart mechanization in management, cultivation, and processing systems; developing post-harvest processing and by-product utilization technologies to form a circular value chain; training high-quality human resources; and promoting cooperation in research and knowledge transfer among universities, institutes, and businesses of both countries.
The conference witnessed the signing of a Memorandum of Understanding (MoU) between the National Agricultural Extension Center of Vietnam and Japan’s Institute for Agricultural Benefit Innovation Research, between the Vietnam Rice Industry Association (VIETRISA) and Sorimachi Vietnam Co., Ltd., along with five other draft MoUs currently under preparation. These cooperation initiatives focus on the application of artificial intelligence, big data, agricultural robotics, synchronized mechanization, carbon emission reduction monitoring, deep processing, and rice by-product reuse.
Deputy Minister of Agriculture and Environment Tran Thanh Nam said, “We can see more clearly than ever that the ‘Project on sustainable development of one million hectares of high-quality, low-emission rice associated with green growth in the Mekong Delta’ is not solely Viet Nam’s effort. We are witnessing strong companionship, sharing, and cooperation from our Japanese partners.”
Technological solutions such as Kubota’s “KSAS Simple Connect,” Nihon Nohyaku’s “AcroSeeker,” Sorimachi’s digital platforms, and Green Carbon Japan’s green carbon initiatives all open up new prospects for Viet Nam’s agriculture to enter a genuine phase of digital and green transformation.

As the largest rice-producing region in Southeast Asia, the Mekong Delta has been identified as the focal area for implementing the Scheme for sustainable production of one million hectares of high-quality, low-emission rice associated with green growth by 2030. The project targets a 15 = 20% reduction in greenhouse gas emissions, a 10 - 15% increase in farmers’ income, and enhanced branding of “Vietnamese Rice: Green, Clean, and Low-emission” in global markets.
Japan is regarded as a key strategic partner in providing advanced technological solutions, precision mechanization equipment, agricultural data management systems, and high-quality human resource training. This technology powerhouse has shown ample support for Vietnam’s acceleration of digital and green transformation and integration into the global carbon market.
After exchanging information, Japanese partners participating in the conference will gain a clearer understanding of Vietnam’s efforts to improve its investment environment, legal framework, and mechanisms for encouraging public-private partnerships (PPP) in agriculture and rural development. This creates favorable conditions for both sides to continue promoting expert exchanges, technical cooperation programs, and investments in key raw material regions, paving the way for a smart, low-carbon, and sustainable rice value chain - contributing to Vietnam’s Net Zero 2050 goal and the global green transition.
Deputy Minister Tran Thanh Nam conveyed a powerful message upon concluding the conference: “Viet Nam-Japan agricultural cooperation is a partnership aiming toward the green future of both nations and global food security in general. I hope that enterprises, industry associations, and cooperatives from Viet Nam and Japan will continue to maintain an active role in innovation and collaboration not only in rice but also in other agricultural sectors, as the potential remains vast.”
