Due to harsh weather conditions and treacherous terrain, authorities were only able to establish contact with officials and residents in some villages of My Ly commune, Nghe An province, by noon on July 23.
Initial statistics from local authorities show that 150 homes in My Ly commune were completely swept away, 200 homes were deeply submerged, and many pedestrian bridges and roads were swept away or severely damaged. The immense losses have created a sense of panic among the residents of My Ly commune.
