Minister Do Duc Duy made 10 proposals to the United Nations

(VAN) The UN Deputy Secretary-General recognized Vietnam as a pioneer in reducing greenhouse gas emissions and achieving a just energy transition.

On the afternoon of April 16, on the sidelines of the P4G Summit, Minister of Agriculture and Environment Do Duc Duy had a bilateral meeting with UN Deputy Secretary-General Amina Mohammed. At the meeting, the Minister raised 10 important proposals to senior UN leaders, including 5 issues on climate change and environment, and 5 issues on agri-food systems.

Currently, the Ministry of Agriculture and Environment is taking the lead in developing the updated version of the Nationally Determined Contribution (NDC) version 3.0. The first draft of NDC 3.0 is expected to be completed in June 2025 and submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) ahead of the COP30 (November 2025, Brazil). 

Vietnam hopes that the UN will continue to support the implementation of commitments at COP26, as well as the implementation of the National Strategy on Climate Change to 2050 and the National Plan for Climate Change Adaptation.

Regarding the Just Energy Transition Partnership (JETP), the Minister informed that last March, the Vietnamese National Assembly passed the Electricity Law (amended), along with many decrees and guiding circulars issued by the Government, creating a favorable legal corridor for investment in energy development, especially offshore wind power. 

Vietnam proposed that the UN and the international partners review and provide investment support for eight project proposals in the fields of energy and construction materials.

Regarding biodiversity conservation, the Minister commended the UN’ support in recent times. Vietnam wishes to continue receiving technical support and research on methodologies, applying natural solutions, and promoting the ecosystem approach associated with climate change adaptation.

Regarding the transformation of agri-food systems, Minister Do Duc Duy affirmed that UN technical organizations are always important technical partners, accompanying Vietnam's agricultural sector throughout the transformation process.

Vietnam aims to produce and supply food in a transparent, responsible, and sustainable manner, ensuring food security and nutrition for a population of 100 million people, while also contributing to global food security. 

The approach pursued by Vietnam is multi-sectoral and multi-objective, highlighting food security; smart adaptation to climate change, protecting resources, ecosystems and biodiversity; and creating sustainable livelihoods, linked to ensuring social security, especially for low-income groups and vulnerable groups in rural areas.

In recent times, Vietnam has received much practical support from the UN, especially the United Nations Development Programme (UNDP) through the “Viet Nam Climate-Smart Coastal Communities (VNCSCC)” Project; or the Food and Agriculture Organization (FAO) with climate-smart activities to enhance agricultural production, as well as strengthening public and environmental health under the “One Health” frameworks.

Based on the existing foundation, Vietnam requests the UN to continue to accompany and support Vietnam in implementing its international commitments, promoting transformation of the agri-food system towards transparency, responsibility and sustainability. Vietnam wishes to become the innovation center for food systems in Southeast Asia, playing a pioneering role in developing green, low-emission, and sustainable agriculture.

The Minister affirmed that it is crucial to engage the private sector in developing ecological, low-emission agricultural models by expanding the public-private partnership model.

Deputy Secretary-General Amina Mohammed commended Vietnam’s increasingly proactive and responsible role in global efforts on climate change and sustainable development. She emphasized that at this pivotal time, the focus on green growth is essential, especially when countries are preparing to submit updated NDCs to the COP30 Conference.

Ms. Mohammed noted that Vietnam is one of the leading countries with strong commitments to reducing greenhouse gas emissions and achieving a just energy transition. With such a pioneering role, Vietnam has many valuable stories and lessons that should be shared with the international community.

The Deputy Secretary-General believes that with close coordination between the UN and Vietnam, investment opportunities for sustainable growth will continue to expand in the coming time.

P4G Summit (Hanoi, April 15-17, 2025), themed "Sustainable and people-centered green transition,” is the largest multilateral high-level event on green growth hosted by Vietnam in the 2021-2026 period. Vietnam Agriculture and Nature Newspaper (VAN) will update regularly Vietnam's strong commitments, proactive role, and international responsibility at the P4G Summit.
