The Permanent Deputy Prime Minister emphasized that APEC 2027 has been identified by the Party and State leadership, as well as the Government, as a strategic opportunity to effectively implement the foreign policy orientations set forth at the 14th National Party Congress. The event is expected to enhance the country’s international standing and prestige, while creating new momentum for socio-economic development, particularly for the special administrative-economic zone of Phu Quoc, An Giang Province, and the Mekong Delta region.
The overarching requirement is to ensure that APEC 2027 is organized on a scale commensurate with its significance, while guaranteeing safety, efficiency, quality, and maximizing development opportunities. Beyond being a major diplomatic event, APEC 2027 also presents a valuable opportunity to strengthen cooperation in economics, trade, investment, culture, tourism, and international connectivity. The guiding principle throughout the preparation process is to start early, implement plans in a methodical, scientific, and synchronized manner, and mobilize the combined strength of the entire political system, the business community, and the public.

“Viet Nam has successfully hosted APEC in both 2006 and 2017, earning high praise from the international community. This is both a source of pride and a responsibility, requiring APEC 2027 to be organized even more successfully,” the Permanent Deputy Prime Minister said.
The Permanent Deputy Prime Minister noted that the Politburo, the Secretariat, and the Prime Minister have issued important mechanisms and policies to remove bottlenecks and accelerate key infrastructure, transportation, and facility projects serving the APEC 2027 Leaders’ Meeting. Preparations for APEC 2027 are now entering a crucial stage. Subcommittees, ministries, sectors, and localities have been carrying out their assigned tasks with great determination and responsibility, largely staying on schedule.
Regarding preparations for the content agenda of the APEC 2027 Summit, the Permanent Deputy Prime Minister stressed that this is an especially important task. Drawing on the experience of hosting two previous APEC years and participating in APEC events abroad, Viet Nam needs to develop themes, agendas, and initiatives for the High-Level Week that are more substantive and effective.
Preparations in terms of human resources, communications, mobilization of socialized resources, and the application of technology to create products bearing Viet Nam’s unique identity also need to be further strengthened.
The Permanent Deputy Prime Minister emphasized that APEC 2027 will be one of Viet Nam’s key multilateral diplomatic activities during the period 2026-2030, requiring comprehensive and methodical organization commensurate with the country’s new standing. Therefore, agencies and units should proactively accelerate the completion of their assigned tasks ahead of schedule “so that there will be sufficient time for trial operations, technical rehearsals, and additional improvements if necessary.”

The Permanent Deputy Prime Minister requested the Secretariat to urgently finalize the master plan on themes, priorities, initiatives, key activities, guest plans, and related matters, while subcommittees were instructed to quickly complete their assigned proposals and further specify work contents for submission to competent authorities at the earliest possible time.
The Content Subcommittee was tasked with promptly developing documents, concepts, and project proposals to mobilize support from APEC member economies.
The Permanent Deputy Prime Minister assigned the Ministry of Finance, the Ministry of Construction, and Vietnam Electricity to closely coordinate with the People’s Committee of An Giang Province in accelerating the resolution of outstanding issues related to funding sources, site clearance, and special mechanisms. They were also instructed to advise the Government and the Prime Minister on matters beyond their authority, ensuring that key projects, facilities, and the conference center serving APEC 2027 are completed before the third quarter of 2027.
Stressing that protocol and logistics preparations must be thorough and respectful, reflecting Viet Nam’s hospitality, friendliness, and national identity while remaining consistent with APEC practices, the Permanent Deputy Prime Minister assigned the Protocol Subcommittee to soon develop and implement a comprehensive protocol master plan, as well as detailed programs and scenarios for activities throughout 2027, especially the APEC 2027 High-Level Week, emphasizing that “reviews must be conducted as specifically and comprehensively as possible to avoid any incidents.”

The Communications and Culture Subcommittee was instructed to promptly develop and implement a comprehensive communications master plan; design the official identity set and logo for APEC 2027; produce communications products introducing Viet Nam and promoting the image of Vietnamese localities, especially host localities; and organize distinctive cultural and artistic programs throughout the APEC 2027 year, particularly during the APEC 2027 High-Level Week. The subcommittee was also tasked with coordinating with the People’s Committee of An Giang Province to develop a unique and distinctive APEC Boulevard.
The Security and Health Subcommittee was requested to soon formulate and implement a comprehensive security and healthcare master plan; proactively and comprehensively deploy measures to ensure political security, social order and safety, cybersecurity, information security, healthcare security, and traffic safety, while strengthening inter-agency coordination. The subcommittee was also asked to prepare response plans in advance and from afar to ensure absolute safety and security for all meetings and events during APEC 2027.
“The highest goal is to successfully organize an APEC year that bears a strong Vietnamese identity and contributes positively to peace, cooperation, and development in the Asia-Pacific region and around the world,” the Permanent Deputy Prime Minister said.
