Studying concentrated slaughterhouse models that suit local practical situations

(VAN) MARD has tasked the Department of Animal Health and its units with guiding the issuance of guidelines, facility standards, and technical requirements to regulate small-scale slaughterhouses.

The MARD mandates that the Department of Animal Health and its units be determined, decisive, and highly focused in directing, managing, assigning, and clearly defining responsibilities to promptly and effectively implement specific plans for each area of responsibility. This will involve overcoming difficulties and obstacles in veterinary work to contribute to national economic growth and development and achieve the economic targets assigned by the Government and the Prime minister in 2024.

In particular, the inspection of animals and animal products necessitates the establishment of veterinary hygiene requirements, disease prevention, food safety, origin, and procedures for evaluating and approving the import of animal products from other countries into Vietnam and reviewing these requirements.

Enhance the close coordination with local authorities to ascertain the origin of animals in implementing transport quarantine. Strictly enforce the inspection and issuance of animal and animal product quarantine certificates following veterinary law.

Continue to provide guidance to businesses, organizations, and individuals on how to implement animal and animal product quarantine in compliance with the Veterinary Law, Circular No. 04/2024/TT-BNNPTNT dated April 1, 2024, of the Ministry, and related documents.

Encourage and mandate that businesses and units utilize online systems for the receipt, processing, and issuance of animal and animal product quarantine certificates.

Complete the online system and mandate that units utilize it to submit expeditious, comprehensive, and precise quarantine data for animals and animal products.

It is imperative to complete the development and submission of revised and supplemented circulars on slaughter control and veterinary hygiene inspection in accordance with the schedule, ensuring that the quality meets the requirements of the regulations, particularly in reference to these areas.

Establish working groups to inspect slaughterhouses in localities to gain a comprehensive understanding of the current situation and promptly advise the Ministry to issue directives to each locality for the decisive implementation of slaughter control. By increasing the number of centralized slaughterhouses and reducing the number of small-scale slaughterhouses under veterinary control, this will ensure the safety of food and disease, particularly in the last months of the year and during the Lunar New Year.

In accordance with local circumstances, research and propose appropriate centralized slaughter models for each animal species and scale. Concurrently, guide the issuance of guidelines, facility standards, and technical requirements to regulate small-scale slaughterhouses under veterinary supervision.

In the third quarter of 2024, the National Plan for Food Safety Surveillance for animals and animal products for the 2024-2030 period will be finalized and submitted to the Ministry for issuance. Simultaneously, maintain veterinary sanitation surveillance for poultry and livestock products intended for domestic consumption and export.

Complete and officially implement the online reporting system for the control of slaughter animals, the inspection of veterinary sanitation, and the control of food safety in provinces and cities.

Furthermore, the Ministry of Agriculture and Rural Development (MARD) asked the Department of Animal Health and its units to improve the administration of veterinary drugs.

In the third quarter of 2024, the draft should be finalized and submitted to the Ministry for the issuance of the Circular on the inventory of veterinary drugs that are permitted for circulation and those that are prohibited for use in Vietnam.

Organize inspection teams to monitor veterinary activities in localities, with a particular emphasis on the prevention, detection, and strict management of cases involving the illegal transport, trading, use of veterinary drugs, vaccines, unknown origin drugs, counterfeit drugs, substandard drugs, banned drugs, and drugs that have not yet been licensed for circulation in Vietnam.

Continue to provide assistance, guidance, and support to businesses in the research, production, importation, transportation, and supply of essential veterinary drugs, vaccines, and substances for the prevention and control of animal diseases.

Review and suggest amendments and supplements to legal documents that pertain to veterinary drug testing and trials, ensuring that the time frame is in accordance with the customs clearance time as specified by customs laws.

Provide guidance and suggest collaboration with customs authorities to identify and resolve challenges and impediments that businesses encounter, particularly in the context of the duration of veterinary drug testing, trials, and customs clearance of veterinary drug shipments.
