Save over VND 1,160 billion due to administrative reform

Implementing Decision No. 08/QD-TTg dated January 6, 2015, of the Prime Minister on simplifying administrative procedures, the Ministry of Agriculture and Rural Development completed the review, including 3 administrative procedure groups.

Specifically, regulations related to seafood export from the exploitation stage, import of raw materials, processing to export (Decision 1204/QD-BNN-TS dated April 7, 2017). Regulations related to production and trading of terrestrial animals and animal products from raising/using breeding stock to distribution and export (Report No.9749/BC-BNN-CN dated 22/11/2017 ).

Regulations related to recognizing new varieties, products, and agricultural materials, scientific and technical progress from production or import for testing, testing, and analysis to recognition (Report No. 8143/ BC-BNN-KHCN dated September 26, 2016).

In addition, the Ministry of Agriculture and Rural Development implemented the Project on Simplification of administrative procedures and citizenship papers and the Project on Simplifying the reporting regime in the operation of state administrative agencies. On that basis, the Ministry approved a plan to reduce and simplify 120 reports out of 141 periodic reports, reaching the rate of 85%.

On January 11, 2016, the Ministry of Agriculture and Rural Development issued Decision No.63/QD-BNN-PC on the List of standardized administrative procedures under the State management responsibility of the Ministry, in which the List of 508 administrative procedures was published (including 319 procedures at the central level, 137 at the provincial level, 38 at the district level, and 14 at the commune level).

On March 1, 2019, the Ministry of Agriculture and Rural Development issued Decision No.700/QD-BNN-VP promulgating the List of administrative procedures in agriculture and rural development, in which the List of 386 administrative procedures was published.  (including 248 procedures at the central level, 106 procedures at the provincial level, 18 procedures at the district level, and 08 procedures at the commune level, 06 procedures of other agencies.

Up to now, the Ministry of Agriculture and Rural Development has a total of 376 administrative procedures, of which 241 procedures at ministerial level, 106 at the provincial level, 16 at the district level, and nine at commune levels have been published on the National Public Service Portal, the electronic information Portal of the Ministry and websites of the units per regulations. Therefore, the total cost saved from reducing and simplifying administrative procedures is estimated at VND 1,169,546,246,504 per year, equivalent to 5,292,064 working days.

Implementing the Government's Decree No. 61/2018/ND-CP dated April 23, 2018, stipulating the implementation of the one-stop-shop, one-stop-shop mechanism in handling administrative procedures, the Ministry of Agriculture and Rural Development organized the one-stop department at the General Departments and Departments according to regulations, including 11 one-stop sections at 4 General Departments, 6 Departments, and 1 Department.

The Ministry's online public service portal has been built, completed, and put into operation since 2017 at https://dvc.mard.gov.vn/Pages. The Ministry of Agriculture and Rural Development has developed 26 public services of levels 3 and 4; 9 public services connected to the National Public Service Portal.

The electronic single-window information system of the Ministry of Agriculture and Rural Development has been in operation since November 1, 2020. Up to now, 241 administrative procedures have been processed by electronic records on the system http://mcdtbnn. mard.gov.vn. The solving rate procedures on the system reached: 93.7%.

In addition, the Ministry of Agriculture and Rural Development receives and handles complaints and suggestions from people and businesses on the National Public Service Portal system according to regulations (https://pakn.dichvucong.gov.vn).

Deploying the National Single Window, the Ministry of Agriculture and Rural Development is one of five ministries selected for pilot implementation since 2014, with nine administrative procedures. Up to now, the Ministry has implemented connecting 24 administrative procedures at 7 units under the Ministry (Department of Livestock Production, Department of Animal Health, Department of Plant Protection, Department of Crop Production, The National Agro-Forestry-Fisheries Quality Assurance Department, the Directorate of Fisheries and the Vietnam Administration of Forestry).

Simultaneously, the Ministry of Agriculture and Rural Development implements interoperability in licensing/issuing electronic certificates to ensure smooth connection on the national single-window system, creating favorable conditions for businesses (simplifying documents and administrative procedures, saving costs, reducing customs clearance time, etc.), contributing to enhancing the competitiveness of agricultural enterprises.

In the coming time, the Ministry of Agriculture and Rural Development requires the General Departments, Departments and Departments under their respective departments to step up the implementation of the single-window on the Ministry's electronic Single Window Information System and Public Service Portal of the Ministry according to Regulation No. 5094/QD-BNN-VP and Decree No. 45/2020/ND-CP.

The General Departments, Departments, and Departments digitize the results of administrative procedures, which are valid until December 31, 2025 (if any); restructure the administrative procedures of the unit in the direction of simplicity, convenience, and cost reduction; promoting non-cash payment according to Decree No. 45/2020/ND-CP of the Government on implementing administrative procedures in the electronic environment.
