Department of Livestock Production processes 97% of applications through the National Single Window

In 2021, the Department of Livestock Production will focus on accelerating the Ministry of Agriculture and Rural Development's implementation of effectively implementing the National Single Window, online public services at levels 3 and 4, enhancing digital transformation, and applying information technology to serve administrative reform tasks.

The Department of Livestock Production quickly completed and developed management software, organized training, and guided officials and employees to use and operate the system based on the assigned plan. In addition, the Department of Livestock Production has also developed a set of instructional documents by video, text, etc., on how to register and the necessary procedures.

All information is publicly posted on the Department of Livestock Production's website and linked to the online Public Service Portal of the Ministry of Agriculture and Rural Development. As a result, organizations, businesses, and people can easily access and grasp advantages in the licensing process when needed.

According to the Department of Livestock Production leader, as of October 31, 2021, the Department has received 14,746 applications and responded to 14,303 applications at the National Single Window system, reaching a rate of 97%.

The most significant number of applications are procedures related to importing animal feed. In which 12,801 applications for checking and certifying the quality of imported animal feed. 598 applications for exemption or reduction of quality inspection of imported animal feed with a definite term.

In 2021, the Department of Livestock Production will continue implementing the National Single Window for two administrative procedures: registration for inspection and certification of imported feed quality and exemption from or reduction of feed quality inspection of imported livestock.

The Department will continue to perform online public services at level 4 for 6 administrative procedures, including publication of information on imported dietary supplements; change information on imported food supplement products; re-announcing information on imported food supplements; publication of information on domestically produced food supplements; change information on domestically produced food supplements; and re-disclose information on domestically-manufactured complementary feed products.

In addition, the Department of Livestock Production also carries out 16 procedures on the electronic Single Window of the Ministry of Agriculture and Rural Development. Among these, six administrative procedures almost do not need records.

The information system serving the National Single Window was deployed to meet the connection requirements between enterprises and relevant ministries and sectors in the import and export procedures of goods, import, and export of means of transport.

For the exemption service and reduction of quality control of animal feed for a limited time, the National Single Window system allows to declare dossiers and receive processing results from the MARD system. Therefore, this system will meet the requirements of receiving and responding to information for businesses participating in the declaration of procedures for exemption, reduction, and quality control of animal feed with a limited time.

According to the leader of the Department of Livestock Production, in the last two months of 2021, the Department of Livestock Production will continue to promote the following activities:

To strictly follow the schedule of document development that the Department has registered in the plan on developing legal documents of the Ministry of Agriculture and Rural Development, improve the quality of the document system, and organize the implementation of new policies.

Well implement Decree No. 63/2010/ND-CP dated June 8, 2010, of the Government on control of administrative procedures and Decree No. 20/2008/ND-CP dated February 14, 2008, of the Government on receive and handle complaints and recommendations of individuals and organizations on administrative regulations related to production, business, and people's lives. Continue to promote the good implementation of the National Single Window and Level 4 Online Public Service.

Implement well the work handling processes according to the quality management system according to the standard TCVN ISO 9001:2015 in advising and assisting the Ministry of Agriculture and Rural Development in performing the state management function and handling administrative procedures.

Previously, on August 26, the Ministry of Agriculture and Rural Development held a meeting to implement the Prime Minister's Decision No. 1369/QD-TTg on extending the implementation time of the action plan to promote the National Single Window, ASEAN Single Window, and supplement the State budget expenditure estimate in 2021 to implement the National Single Window and ASEAN Single Window.

Implementation of the National Single Window and ASEAN Single Window under the direction of the Prime Minister and the National Steering Committee on National Single Window and ASEAN Single Window and trade facilitation is considered by the Ministry of Agriculture and Rural Development is a critical task in administrative reform and information technology application 4.0.
