Russia sends 29 tons of aid to Hue City

(VAN) Early on October 30, all relief supplies from the Russian Federation arrived at Noi Bai Airport and immediately transported to Hue City during its peak of the flooding.

In the early morning of October 30, the entire emergency relief shipment from the Government of the Russian Federation landed at Noi Bai Airport (Hanoi) and was promptly transported to Hue City to support residents severely affected by the historic floods. 

The entire relief shipment includes 58 rescue and work boats, 1,000 sets of dishes, 1,000 blankets, 1,000 bedding sets, 55 tents, and a large quantity of canned food, with a total weight of 29 tons. All supplies were transported by a special aircraft, flight number SUM-9121, operated by the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation, which landed at Noi Bai Airport at 6:35 a.m. This is a highly valuable relief shipment, consisting of essential supplies and specialized equipment directly serving rescue and relief operations in deeply flooded areas. Items such as rescue boats, tents, bedding sets, and canned food meet urgent needs for safety, shelter, and food among affected residents.

The handover ceremony took place at Noi Bai Airport, attended by H.E. Gennady Bezdetko, Ambassador of the Russian Federation to Vietnam, and Mr. Nguyen Truong Son, Deputy Director General of the Department of Vietnam Disaster and Dyke Management Authority (under the Ministry of Agriculture and Environment), along with units responsible for receiving and transporting relief goods to the hardest-hit localities.

Immediately after completing the reception and customs clearance procedures, the entire 29 tons of relief supplies were handed over to the Vietnamese side for urgent transport to Hue City on October 30. Local authorities will coordinate with rescue forces and grassroots administrations to distribute the aid to households in areas most severely affected by the flooding. Weather forecasts indicate that the area from Nghe An to Da Nang and the eastern part of Quang Ngai will experience moderate to heavy rainfall, with some areas seeing very heavy rain. In particular, the region from southern Quang Tri to Da Nang is expected to face heavy to extremely heavy rainfall. 

At the handover ceremony, Russian Ambassador to Vietnam Gennady Bezdetko extended his deepest condolences to the Government and people of Vietnam for the severe losses caused by the recent floods in the northern and central regions. The Ambassador affirmed that Russia has always regarded Vietnam as a trusted partner and stands ready to share difficulties in times of emergency. "We believe this support will help flood-affected communities restore normal life as soon as possible," he said.

Receiving the relief supplies at the airport, Mr. Nguyen Truong Son, Deputy Director General of the Vietnam Disaster and Dyke Management Authority, expressed his sincere gratitude for the timely gesture of solidarity from the Government and people of the Russian Federation. He affirmed that the Department would ensure the efficient coordination, transportation, and distribution of the supplies to the right recipients, helping disaster-affected communities overcome difficulties as soon as possible.

Prime Minister Pham Minh Chinh has just signed Decision No. 2400/QD-TTg dated October 29, 2025, approving an emergency financial aid package for Hue City, Quang Tri Province, and Quang Ngai Province to address the damages caused by recent floods.

Under the decision, a total of VND 350 billion will be allocated from the 2025 central budget contingency fund to support the three localities in meeting urgent recovery needs and stabilizing the lives of affected residents. Specifically, Hue City will receive VND 150 billion, Quang Tri Province VND 100 billion, and Quang Ngai Province VND 100 billion, in accordance with the proposal of the Ministry of Finance outlined in Official Dispatch No. 16862/BTC-NSNN dated October 29, 2025. The People’s Committees of provinces are responsible for managing and utilizing the allocated funds in accordance with regulations.

The historic floods in Hue City have submerged thousands of homes, cut off numerous transportation routes, and disrupted power and telecommunications networks. According to a report from the Hydrometeorological Agency on October 29, rainfall within 24 hours at Bach Ma Peak (Hue City) reached 1,739 mm, breaking the all-time national record and ranking among the rare highest figures worldwide. This amount is nearly equivalent to the average annual rainfall across Vietnam (1,400-2,400 mm). The timely support from the international community, particularly from the Russian Federation, is considered a tremendous source of both material and moral encouragement for the people of Central Vietnam.
