Promptly operation of the Mong Cai International Trading Center

Specifically, the Deputy Prime Minister assigned the People's Committee of Quang Ninhprovince to research and mobilize socialization resources to soon put the Center into operation, ensuring the stable and sustainable export of agricultural, forestry, and aquatic products.

The Deputy Prime Minister also assigned the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries and agencies to guide and support Quang Ninh province in the implementation process.

The International Agricultural, Forestry and Fisheries Commodity Trading Center project is planned to be built at Km3+4, Hai Yen ward (Mong Cai city, Quang Ninh province) with a total area of about 98.02 ha. Of which phase 1's area is 47.18 ha and phase 2's area is 50.84 ha. Total investment capital is about VND 2,760 billion (phase 1: VND 1,300 billion; phase 2: VND 1,460 billion).

Currently, China and Vietnam do not have an agreement to recognize each other's shipment testing results. Therefore, shipments of vegetables, tubers, fruits and seafood from Vietnam in general and Quang Ninh in particular still have to carry out 100% post-inspection sampling.

This takes a lot of time for businesses. The international agricultural, forestry and fishery commodity trading centre has the characteristics of a wholesale market to gather and trade fruits, agricultural products, forest products, and seafood directly to the Chinese market through the Dong Hung border gate. The amount of goods cleared through customs is about more than 3,000,000 tons/year, equivalent to about 8,220 tons/day.

Thanks to that, businesses can proactively export and ensure agricultural product prices for farmers, solving the problem of improving the quality of agricultural, forestry and fishery products to meet export standards.

Besides, the Center will help limit risks for businesses in the case of agricultural, forestry and fishery goods that have been transported and gathered in Mong Cai City but cannot be exported to China. When traders are being pressured by Chinese merchants, they can still keep and preserve the products here. Especially for agricultural and aquatic products that require mandatory storage conditions in cold storage.

In addition, this is also the place to ensure procedural requirements and related legal documents for Chinese agricultural and aquatic goods. The Chinese side implements measures to censor imported goods such as: Checking origin; Standards on packaging and labelling; retrieving and managing business records; Quarantine and quality testing of import and export goods, especially goods exported to the Chinese market,... Avoid returning or damaged goods that must be destroyed, causing damage to businesses, establishments, and agricultural, forestry, and fishery farming households. At the same time, contributes to increasing state budget revenue, creating jobs for people, economic development, social security...

Representative of Thanh Dat Joint Stock Company, the unit managing Thanh Dat ICD Dry Port, stated: "Currently, the Mong Cai border gate area does not have any agricultural product supply centres located at border locations with sufficient scale and capacity to promote border trade and conduct value-added services as well as ensuring the quality, food hygiene and safety of imported and exported agricultural products here. Therefore, putting into operation the International Agricultural, Forestry and Fisheries Trading Center is very necessary".

According to the proposal of the People's Committee of Quang Ninh province, the International Commodity, Agriculture, Forestry and Fisheries Trading Center Project in Mong Cai includes 3 components: International commodity, agricultural, forestry and fishery trading centre; institutional capacity building on food safety; and project management segments.

Vice Chairman of Quang Ninh Provincial People's Committee - Mr. Bui Van Khang affirmed: This will be a place for technical assistance projects to transfer technology and techniques to improve the quality of goods, control food poisoning incidents, minimize post-harvest losses, control waste and environmental pollution... At the same time, the Agricultural Product Trading Center is also a form of business that attracts investment capital from private enterprises in the form of public-private cooperation.
