Prime Minister emphasizes the orientation of ‘green agriculture, clean products, high technology’

On the morning of May 5, after the opening speech of National Assembly Chairman Tran Thanh Man, Prime Minister Pham Minh Chinh presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025.

In particular, PM Chinh emphasized that to achieve the growth target of 8% or more, the economic scale reaching over 500 billion USD (expected to rank 30th in the world, up 2 places), and GDP per capita in 2025 reaching over 5,000 USD, all levels, sectors, and localities must continue to resolutely, synchronously, and effectively implement the tasks and solutions set out in all fields.

First, it is necessary to monitor the international and domestic situation, proactively forecast closely, and have flexible and timely policy responses, especially to the new US tariff policy; prioritize promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major economic balances.

Along with that, promote disbursement and effective use of public investment capital, with focus, key points, not spread out; strive for the disbursement rate of public investment capital in 2025 to reach 100% of the plan.

Strengthen trade promotion, effectively implement the Master Plan to stimulate domestic consumption, and promote the campaign for Vietnamese people to use Vietnamese goods, especially OCOP products.

Research, develop, and apply a new legal framework to promote science, technology, innovation, green transformation, and digital transformation; organize controlled experiments with new technology industries and develop smart manufacturing, smart factory models, smart cities, and smart governance.

“By 2025, at least 30% of unnecessary business investment conditions will be abolished; the processing time of administrative procedures will be reduced by at least 30%; and the costs of administrative procedures will be reduced by at least 30%,” the Vietnamese PM affirmed.

The head of the Government also requested extensive reform of state governance, perfecting the organizational model of the political system with the spirit of “not doing things half-heartedly, doing them thoroughly.” The Vietnamese PM strongly emphasized innovative leadership, direction, administration, working style, and manners towards science, professionalism, and modernity with the motto Lean apparatus - Connected data - Smart governance.

Regarding economic development, PM Chinh requested that economic restructuring be promoted and that a new growth model be established, with science and technology, innovation, and digital transformation as the main driving forces.

Effectively restructure industries and sectors, including improving the efficiency and competitiveness of some core industries and making breakthroughs in emerging industries. Promote technology transfer for the development of the national railway industry.

Regarding the agricultural sector, the head of the Government emphasized promoting the restructuring of the farming sector towards “green agriculture - clean products - high technology - sustainable market.” At the same time, ensuring national food security, building national brands for key products, and synchronously implementing solutions to remove the IUU yellow card soon.

The PM also requested that the Politburo focus on implementing Conclusion No. 81-KL/TW on proactively responding to climate change, strengthening resource management and environmental protection, building a disaster warning information system, strengthening forecasting and timely response to natural disasters and storms, and building a policy framework for managing the national database on rare earths.

Early implementation of measures to restore and revive “dead rivers” and reduce air pollution in big cities, especially Hanoi and Ho Chi Minh City.

Besides, develop tourism with the motto “Unique products - Professional services - Convenient procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations.”

In the field of transport, the PM said that by 2025, the country will strive to have over 3,000 km of expressways and over 1,000 km of coastal roads. Accelerate the implementation of component projects of the North-South expressway in the 2021-2025 period and other essential and driving projects. Strive to open the expressway from Cao Bang to Ca Mau by the end of 2025.

Also in this report, PM Chinh mentioned a number of tasks and solutions such as focusing on developing high-quality human resources to meet market demands; Developing culture, constantly improving people’s material and spiritual lives; Grasping developments and the regional and world situation, proactively responding promptly and appropriately, avoiding being passive or surprised; Firmly pursuing an independent, self-reliant, diversified and multilateral foreign policy.

Finally, we need to be more proactive in information and propaganda work, creating motivation and inspiration, encouraging innovation, promoting good models, creative ways of doing things, good people, good deeds, and policy communication.
