In the final months of 2025, the Prime Minister requested the Minister of Industry and Trade to take the lead in diversifying rice export markets in a stable, sustainable, and efficient manner. The ministry should flexibly organize and implement trade promotion activities, combining traditional and online forms to maintain and further consolidate traditional rice export markets while also developing new, potential, and FTA-linked markets.
Niche markets such as the EU, South Korea, the United States, and North America should be further tapped with fragrant rice and high-quality rice varieties. Commercial affairs offices in foreign countries are tasked with strengthening monitoring and timely assessment of alerts and regulatory changes in importing countries to maximize the protection of business interests.

The PM has tasked the Minister of Industry and Trade to take the lead, in coordination with relevant ministries, agencies, and localities, in studying the negotiation and signing of preferential trade agreements with several potential export markets. At the same time, Vietnam should make use of the review process of existing agreements to request partners to increase quotas for Vietnamese rice.
The Ministry is also directed to continue urging the Vietnam Food Association and rice exporters to strictly comply with the Government’s regulations on rice export business. This includes ensuring a balance between exports and domestic consumption, maintaining circulation reserves in accordance with regulations, and contributing to stabilizing paddy and rice prices in the domestic market.
PM Chính has requested the Minister of Agriculture and Environment, within the scope of assigned functions and tasks, to lead and coordinate with ministries, agencies, and localities in continuing to improve institutional policies for building specialized rice cultivation areas. The government will create favorable conditions for farmers and enterprises to promote research and development of high-yield, high-quality rice varieties that meet market demands, while making effective use of the "Vietnam Rice" brand. Standards on production, processing, and product quality consistent with international integration will also be developed to ensure sustainable production.
Infrastructure such as specialized paddy/rice storage warehouses, milling and processing facilities should be upgraded, along with the application of science and technology to improve post-harvest preservation. Stronger investment is required in high-value rice varieties that have already built brand recognition. Digital transformation, scientific and technological innovations in farming, and reduced dependence on fertilizers and pesticides that affect rice quality and the environment must also be prioritized to improve productivity, quality, and export prices.
Policies to encourage and support the development of raw material zones should continue to be implemented effectively, strengthening production-consumption linkages along the value chain. Enterprises should be guided in purchasing temporary rice stocks and expanding new markets to stabilize rice prices and support farmers.
Vietnam will also intensify bilateral and multilateral negotiations to sign agreements on conformity assessment and mutual recognition of quarantine, product quality, and food safety standards.
The PM has tasked the Ministry of Foreign Affairs with enhancing the role of Vietnam’s overseas representative missions in capturing market information to support rice exporters, facilitating trade connections, and promoting the Vietnam Rice brand abroad in coordination with relevant ministries and agencies.
The Ministry of Finance is to continue strengthening solutions to support and create maximum convenience for rice exporters in customs procedures, enhancing the application of IT and modern customs management methods in administrative processes. Swift VAT refund processing is required to facilitate exporters, while reviewing industry associations’ proposals related to VAT. The Ministry will also implement rice reserve purchases to enable farmers to maintain production cycles and secure financial resources for upcoming seasons.
The Governor of the State Bank of Vietnam is instructed to direct commercial banks to increase credit provision for rice production, processing, purchasing, and export enterprises, especially during periods of market fluctuations.
Provincial and municipal People’s Committees are to organize rice production planning, ensure the supply of agricultural inputs, seed structure, and farming techniques to improve rice quality for both domestic consumption and exports. They must also closely monitor rice exporters’ activities, coordinate with ministries, the Vietnam Food Association, and exporters to promptly address challenges and difficulties in rice exports, and report solutions to issues beyond their authority.
Local authorities are expected to actively follow guidance and recommendations from ministries and agencies to organize communication and market orientation activities, while supporting farmers and traders in ensuring quality, traceability, and enhancing product competitiveness.
The Vietnam Food Association and the Vietnam Rice Industry Association are tasked with strengthening the dissemination of global rice market information and partner demands to their members and relevant localities. They should proactively propose trade promotion programs targeting specific markets and approaches, contributing to promoting the image and brand of Vietnamese rice.
