At the 1st Congress of the Party Committee of the Government for the 2025 - 2030 term, on behalf of the Party Committee of the Ministry of Agriculture and Environment, Acting Minister Tran Duc Thang delivered a keynote presentation titled “Enhancing leadership and implementation of core solutions for the agriculture and environment sector in Vietnam’s new development era”.

Speaking at the Congress, Acting Minister Tran Duc Thang expressed strong support for the draft documents presented and emphasized that despite complex and unpredictable global challenges, ranging from political and trade crises to supply chain disruptions, the sector has demonstrated determination and resilience under the close leadership of the Politburo, the Secretariat, and the Party Committee of the Government. Thanks to these efforts, the sector has achieved significant results, contributing to the successful implementation of the 13th Party Congress Resolution.
The COVID-19 pandemic severely disrupted global food supply chains, border trade, logistics, and agricultural labour forces, directly affecting production and distribution in many countries. Simultaneously, climate change and extreme weather events—such as droughts, floods, and superstorms, have increasingly damaged agricultural productivity and ecosystems.

In this context, Vietnam’s agriculture and environment sector has restructured production toward ecological, green, and high-value models, reaffirming its role as the “pillar” of the national economy and ensuring food security and social welfare. The national new rural development program has achieved outstanding results, meeting and even surpassing its targets.
State management activities within the ministry have been reformed substantially, with improved decentralization and administrative efficiency, in line with the two-tier local government model.
Looking ahead to 2025–2030, Acting Minister Tran Duc Thang outlined four key breakthrough directions:
First, institutional reform will be a top priority, removing bottlenecks, unlocking resources, and ensuring that policy frameworks lead the way in promoting green and circular economies based on value chains.
Second, breakthroughs in science, technology, innovation, and digital transformation will serve as engines for development and administrative reform.
Third, modern and synchronized infrastructure will be developed for agriculture, rural areas, natural resources, and environmental management.
Fourth, the sector will focus on cultivating high-quality human resources, attracting and valuing talent, and strengthening leadership capacity across all levels.

In addition to these breakthroughs, the Ministry’s Party Committee identified six core strategic solutions:
- Strengthening Party building to enhance the leadership and political capacity of Party organizations and members across the sector. Party building is considered a constant and central task embedded in all leadership and management activities.
- Institutionalizing and refining policies and legal frameworks to create new space for socio-economic development, particularly in natural resource management (land, water, minerals), environmental protection, climate change adaptation, and sustainable marine economy. The ministry will also accelerate digital transformation and build interconnected national and sectoral databases linked with tax, finance, planning, and construction systems.
- Reviewing and updating strategies, plans, and programs to align with the reorganization of the administrative apparatus and the two-tier local government model, ensuring policies are closely connected to daily life and business operations.

- Promoting and supporting the development of enterprises, cooperatives, and household producers, while expanding international cooperation and mobilizing investment in agriculture and environmental protection. Private-sector development in agriculture will be encouraged through mechanisms fostering entrepreneurship and innovation. The ministry will effectively implement the 2026–2035 National Target Program on New Rural Development and Sustainable Poverty Reduction, alongside comprehensive innovation in agricultural extension toward market orientation, technology adoption, and emission reduction.
- Continuing to streamline the organizational structure from the central to the local level in line with the two-tier administrative model, while strengthening decentralization and digital administrative reforms to enhance local autonomy.
- Deepening coordination with central Party bodies, the National Assembly, government ministries, and local authorities to ensure effective policy implementation, serving citizens and businesses more efficiently.
To fulfil these goals, the Party Committee of the Ministry of Agriculture and Environment respectfully requested continued guidance from the Standing Committee and Executive Committee of the Government’s Party Committee, as well as from the Party Secretary and Prime Minister, to help the sector achieve all objectives by 2030. The Acting Minister also called on central agencies and local governments to maintain close coordination with the Ministry to effectively carry out the tasks entrusted by the Party and the people.
