According to the Vietnam Disaster and Dyke Management Authority (VDDMA), following Bualoi and Matmo storms, embassies and numerous international organizations have provided and pledged assistance to affected localities, with a total value of approximately USD 5.7 million (equivalent to about VND 150.1 billion).
In coordination with the Ministry of Agriculture and Environment, the Japan International Cooperation Agency (JICA), the Government of Australia, the AHA Centre, UNICEF, the International Organization for Migration (IOM), Save the Children, ActionAid International in Vietnam, Samaritan’s Purse, and Tzu Chi have delivered emergency international relief goods worth around USD 1.1 million (approximately VND 29 billion).

On October 16, VDDMA delivered emergency relief supplies from the United Nations Children’s Fund (UNICEF) to residents of four communes: Yen Binh, Van Nham, Huu Lung, and Thien Tan in Lang Son Province. These supplies provided urgent support following the recent natural disasters. This shipment included 7,000 cartons of bottled drinking water funded by the Government of Ireland.
On October 17, an additional 600 plastic water tanks, each with a capacity of 1,000 liters, are expected to be delivered to residents in the communes of Hoa An, Quang Trung, Quang Han, Can Yen, and Duc Long in Cao Bang Province.
From October 14 to 16, Samaritan’s Purse, in cooperation with VDDMA, carried out emergency relief activities for people affected by Storm Bualoi in Ha Tinh and Tuyen Quang provinces.
In Ha Tinh, relief packages containing household items, kitchen utensils, personal hygiene kits, and essential food supplies were distributed to 1,500 households in Thach Khe Commune (October 14), Dong Tien Commune (October 15), and Dong Kinh Commune (October 16).
On the same day, October 16, the relief operation was expanded to Tuyen Quang Province, where 800 households in Ha Giang 1 and Ha Giang 2 wards received relief supplies, helping residents overcome hardship and stabilize their lives after the disaster.
The organization also submitted a proposal to provide additional relief supplies worth USD 173,475.22, consisting of locally procured essential goods and 2,000 Sawyer water filters imported from Australia for Lang Son Province.
Also on October 16, the second emergency relief shipment from the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) for disaster-affected communities arrived at Noi Bai International Airport.
VDDMA served as the official recipient of the relief shipment, coordinating with relevant agencies to complete customs procedures and transport the goods to the affected areas.

On October 17, all relief supplies from two AHA Centre flights are expected to be handed over to the Cao Bang Provincial Committee of the Vietnam Fatherland Front for distribution to disaster-affected communities.
The relief shipment includes 1,720 household shelter repair kits, 3,176 kitchen sets, and 2,000 personal hygiene kits, which are essential items to help residents quickly stabilize their lives after the disaster.
Earlier, on October 9, the Ministry of Agriculture and Environment issued Official Telegram No. 15/BCĐ-BNNMT on providing emergency assistance to localities severely affected by natural disasters through the Disaster Risk Reduction Partnership (DRRP).
The main relief items include bottled drinking water, water filtration equipment, blankets and mosquito nets, plastic water containers, multipurpose plastic sheets, personal hygiene kits, household kits, housing repair materials, and kitchen sets for affected residents in the provinces of Lang Son, Cao Bang, Tuyen Quang, Thai Nguyen, Bac Ninh, and Ha Tinh.
