Look up online import and export rules by HS code

Developed by the MOIT and funded by the UK Government, the VNTR Portal is a free-to-access online information portal that will provide all the latest trade information in both English and Vietnamese to traders. Visitors will be able to access accurate and official information, including preferential tariffs, rules of origins, non-tariff measures, trade and customs laws and rules, and other relevant information relating to trade. The non-tariff measures information is presented with the assistance of UNCTAD and following the international procedures and standardization.

The list of businesses prioritized when carrying out tax, import and export procedures, customs clearance of ATIGA members, and FTAs between ASEAN and partner countries also appears on the portal.

Speaking at the event, H.E. Deputy Minister Do Thang Hai emphasized: “The establishment of the VNTR fulfills Viet Nam’s commitment within ASEAN to improve the transparency of trade policies, facilitate regional trade, and support the business community with easier access to information about trade policies of countries within the region so that enterprises can be more proactive in business strategy development and enhancing their competitiveness.”

Commonwealth & Development Office’s Minister for Asia, Amanda Milling, highlighted: “The UK Government believes that free and fair trade is the best way to spread prosperity and ultimately alleviate the challenges we face as a global community. The portal will help strengthen the diversity and inclusivity of our economies by helping micro, small, and medium-sized enterprises, including many companies led by women, to benefit from cross-border trade. I believe it will boost trade and investment in Viet Nam.”

VNTR was introduced at the beginning of December 2021. The main feature of the website is to organize the rules of origin of goods, tariffs, and measures according to HS codes (codes of imported and exported goods are regulated under the Goods Classification System established by the World Customs Organization) release titled "Harmonized Commodity Description and Coding System").

After accessing the website: https://vntr.moit.gov.vn, businesses can look up all import and export rules by HS code, reducing the time and cost of searching for information.

In addition, the VNTR Portal will provide consistent, transparent, and easily accessible information on tariff and non-tariff measures related to the commercial activities of businesses, contributing to accelerating the speed of commercial transactions with Vietnam.

The launching of the VNTR is a remarkable accomplishment of Viet Nam. There is no doubt that this initiative would meaningfully enhance Viet Nam’s credentials in its recovery strategy in which businesses are considered as the key driver”.

The VNTR portal will be linked to and become an integral part of the ASEAN Trade Repository (ATR).

The launch of the VNTR Portal is one of the supporting steps from the Government and the Ministry of Industry and Trade to help Vietnam achieve economic growth milestones in 2022.

According to the World Bank Group, Viet Nam’s GDP is expected to rebound to 5.5 percent growth in 2022 in a scenario where the pandemic is under relative control domestically and internationally.

With the easing of mobility restrictions, the services sector is expected to recover as consumers and investors rebuild their confidence partially. Foreign tourism is also expected to resume gradually from mid-2022 onward, helping support the recovery of the tourism sector. Manufacturing exports will respond to the U.S, the EU, and Chinese demand for Vietnamese exports (estimated to grow by 3.8, 4.4, and 5.1 percent, respectively, in 2022).

The agricultural sector is expected to grow at the same rate as in 2020–2021, making a steady but small contribution to growth.
