Greenhouse gas inventory is Hai Phong’s new green initiative

(VAN) Hai Phong is implementing a comprehensive greenhouse gas inventory program, promoting sustainable and eco-friendly development.

On October 31, the Hai Phong Department of Agriculture and Environment held a conference on the implementation of regulations related to greenhouse gas inventory, emission reduction, and guidance for preparing greenhouse gas inventory reports in the city. This meaningful activity takes place amid increasingly complex developments related to climate change, emphasizing the urgent need to assess, monitor, and control emission sources at the local level.

Speaking at the conference, Deputy Director Pham Van Thuan of Hai Phong Department of Agriculture and Environment stressed that greenhouse gas inventory and emission reduction are not only national duties but also the specific responsibility of each locality, sector, and production facility.

As one of Vietnam’s major industrial and port hubs, Hai Phong’s economic dynamism has also led to increasing greenhouse gas emissions, particularly in the sectors of energy, industry, agriculture, and waste treatment. Conducting the inventory will allow for precise emission assessment, forming a foundation for effective mitigation strategies and sustainable development.

In recent years, Hai Phong has proactively implemented various plans and initiatives, such as the 2021 - 2030 Climate Change Action Plan - Vision to 2050, the 2021 - 2030 Green Growth Plan, the Greenhouse Gas Inventory and Emission Mitigation Management Scheme, and upcoming initiatives including the Climate Impact, Risk, and Loss Assessment Scheme and the 2025 -2030 Hai Phong Green Transition Scheme.

Under Resolution 226/2025 of the National Assembly on special pilot mechanisms for Hai Phong’s development, the city is allowed to apply financial mechanisms for emission reduction through carbon credit exchange and offset systems. Accordingly, the Hai Phong People’s Committee issued Decision No. 188/2025/QD-UBND on October 15, 2025, establishing a coordination regulation for state management in greenhouse gas inventory and mitigation. The city is also drafting procedures for selecting investors to participate in carbon credit exchange projects and the carbon trading platform.

At the conference, Vu Manh Tuong, Deputy Head of the Environmental Management Division under Hai Phong Department of Agriculture and Environment, presented details of Decision No. 188/2025/QD-UBND. From his perspective, the decision marks an important step in creating a unified legal framework for coordination among departments, agencies, local authorities, and businesses to conduct emission inventory and mitigation effectively. The regulation strengthens intersectoral coordination, ensures accurate reporting, close monitoring, and timely handling of violations, contributing to alleviating climate change impacts and fostering sustainable urban development.

Although these changes pose challenges, they also open up significant opportunities for Vietnamese enterprises. Proactive adaptation, mindset transformation, and strategic business shifts toward green and sustainable practices will help businesses overcome barriers, enhance competitiveness, and generate ESG value. This, in turn, will strengthen national sustainable development efforts.

In the coming period, businesses need to develop their own Net Zero strategies with clear emission mitigation targets integrated into long-term business plans; measure and report emissions according to international standards; invest in emission-reduction technologies and renewable energy. They should also optimize supply chains, practice circular economy models, and participate in carbon markets and green finance mechanisms.
