On November 7, during the 8th Greater Mekong Subregion (GMS) Summit, Prime Minister Pham Minh Chinh met with Chinese Premier Li Qiang.

At the meeting, both leaders extended greetings and warm regards on behalf of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to General Secretary and President Xi Jinping, Chairman of the National People’s Congress Zhao Leji, and Chairman of the Chinese People's Political Consultative Conference Wang Huning.

Prime Minister Pham Minh Chinh reaffirmed that strengthening relations with China remains a consistent policy, a strategic priority, and a key element in Vietnam's foreign affairs.

Looking ahead, Prime Minister Pham Minh Chinh suggested that both sides continue to implement the shared vision of the top leaders of the two Parties and countries, maintain high-level and multi-level engagements, and address issues of mutual interest.

With the recent agreement on the cooperation framework for three railway lines, he urged both sides to expedite work on implementing the standard-gauge rail links.

He also expressed hope that China would continue opening its market to Vietnamese agricultural products and collaborate on establishing inspection and quarantine stations for Vietnamese exports at the Dong Dang - Bang Tuong International Railway Border Gate. He further proposed advancing cooperation on electricity trading, scaling up the smart border gate model across other border crossings, and facilitating dialogues on the Cross-Border Economic Cooperation Zone.

Premier Li Qiang praised Prime Minister Pham Minh Chinh’s recent visit to Yunnan and Chongqing, affirming that the Chinese Party and Government prioritize relations with Vietnam in their regional diplomacy. He emphasized China’s commitment to maintaining strategic exchanges with Vietnam and advancing the comprehensive strategic cooperative partnership, as well as building the China - Vietnam Community of Shared Future.

Premier Li Qiang reiterated China's readiness to further open its market to high-quality Vietnamese products, particularly agricultural goods. He also agreed on the need to enhance infrastructure connectivity, strengthen supply and production chains in the region, and support Vietnam’s hosting of APEC in 2027.
