On May 25, Mr. Nghiem Xuan Cuong, Vice Chairman of the Quang Ninh Provincial People's Committee, along with leaders of several provincial departments and agencies, surveyed the implementation of large timber forest planting and some agricultural production models in Ba Che district.

Over the past 3.5 years, following Resolution No. 19-NQ/TU dated November 28, 2019, by the Provincial Party Standing Committee on "Sustainable Forestry Development in Quang Ninh Province until 2025, with a vision to 2030," and Resolution No. 337/NQ-HDND dated March 24, 2021, by the Provincial People's Council on "Regulations on some special policies to encourage sustainable forestry development in the province", Ba Che district has annually committed to planting large timber forests with units, businesses, and forest owners in the area. The entire district has planted over 2,686 hectares of large timber forests, including species such as Tali, Chukrasia tabularis, and Ford–Manglietia fordiana. In the first five months of 2024, the district planted 104.8 ha, reaching 52.4% of the annual plan.

In addition, the district focuses on developing key products, such as purple ba kich and yellow tea flower, which are renowned both domestically and internationally, creating a brand for Ba Che and aiming to become the medicinal hub of the province. The yellow tea flower, in particular, is a valuable medicinal plant with high economic value, being effectively cultivated and harvested by many local farmers, gradually helping them escape poverty. The yellow tea flower and other medicinal plants are showing great potential in the district.

Regarding native tree species such as cinnamon, pine, and oak, Ba Che district has planted 1,600 ha in 3.5 years, primarily by households benefiting from Resolution No. 337/NQ-HDND of the Provincial People's Council. In the first five months of 2024 alone, the entire district has planted over 169 ha out of the 300-ha annual plan. The total funding for forest planting under Resolution No. 337/NQ-HDND in Ba Che district amounts to over VND 14 billion, benefiting 746 households, with a total planted forest area of over 1,140 ha.

After a field survey, Mr. Nghiem Xuan Cuong, Vice Chairman of the Quang Ninh Provincial People's Committee, confirmed that the implementation of Resolution No. 337/NQ-HDND of the Provincial People's Council on "Regulations on some special policies to encourage sustainable forestry development in the province" in Ba Che district is appropriate and effectively leverages the local strengths. Numerous organizations and individuals have been involved in planting large timber and native trees, converting small timber plantations into large timber plantations, and transforming production forests and land into protection forests and land.

Mr Nghiem Xuan Cuong acknowledged Ba Che district's efforts in implementing large timber forest planting and leveraging natural conditions to promote large-scale, concentrated economic production models from the forest. He also appreciated the district and local businesses' proposals regarding the implementation of Resolution No. 337/NQ-HDND of the Provincial People's Council. Additionally, he urged Ba Che district to continue educating and motivating residents to care for the planted forest areas, enhance forest and plant protection awareness, and actively engage in forest fire prevention to ensure the sustainable development of forest areas in the district.

Vice Chairman of the Quang Ninh Provincial People's Committee, Nghiem Xuan Cuong, expressed his aspirations for Ba Che district to fully leverage its favourable soil conditions for forestry development. He envisions Ba Che implementing a comprehensive set of solutions to progressively realize the goal of transforming the district into the province's economic hub for forestry and medicinal plants. This transformation is expected to generate stable livelihoods and sustainable income for the local population, particularly benefiting ethnic minority households. By focusing on these strategic initiatives, Ba Che can enhance its economic resilience and contribute significantly to the province's overall development.

The Government has issued Decree 58/2024/ND-CP on several investment policies in forestry, which supports each community in the buffer zone of the special-use forest with an average of VND 50 million per year.
