These figures were cited in Government Dispatch No. 176 issued by Prime Minister Pham Minh Chinh regarding the urgent relief and recovery efforts following Typhoon Bualoi and the associated flooding.
According to a preliminary report by the Ministry of Agriculture and Environment (compiled from initial local reports as of 12 p.m. on September 29), the typhoon and floods resulted in 11 deaths, 13 missing persons, 8 people currently out of contact, and 33 injuries. Numerous houses and business establishments suffered heavy damage, including roof collapses.
The Prime Minister extended his deepest condolences to the families of the victims. He directed the chairpersons of the Provincial/City People's Committees in the affected areas to focus on search and rescue operations and disaster recovery efforts.
Local authorities are tasked with organizing visits, offering encouragement, and providing maximum support to the victims’ families. This includes coordinating and assisting families in handling the funerals of those killed, in accordance with local customs.
Ministers of the Ministry of National Defense, the Ministry of Public Security, and other relevant ministries and sectors are assigned to coordinate and assist local authorities and the public with search and rescue operations and rapid recovery from the storm and flood damage.
Furthermore, medical units are instructed to provide free treatment for the injured. Forces are being mobilized to urgently and swiftly continue the search and rescue for the missing and those who have lost contact, while ensuring the safety of all personnel involved in the effort.
The Prime Minister also directed the immediate mobilization of forces for post-disaster recovery, with a focus on securing accommodation and quickly restoring essential services, including transportation, electricity, water, telecommunications, healthcare, and education, particularly in isolated areas.
Ministers of the Ministry of National Defense, the Ministry of Public Security, and other relevant ministries and sectors are assigned to proactively direct and deploy military and police forces to promptly coordinate and assist local authorities and the public with search and rescue operations and rapid recovery from the storm and flood damage.
Deputy Prime Minister Tran Hong Ha is assigned to continue directing relevant ministries, sectors, and localities in implementing the post-storm and flood recovery efforts.
