During the meeting, Prime Minister Pham Minh Chinh shared an overview of Vietnam’s major socio-economic developments. He emphasized efforts to push forward the "three strategic breakthroughs" and advance the "strategic quartet": fostering science and technology, reforming the state apparatus, encouraging private sector growth, and building an independent, self-reliant economy deeply integrated into the global system.
Offering several proposals on future cooperation, PM Chinh called on both sides to strengthen trust and deepen political ties to guide overall relations. He suggested maintaining regular exchanges between top leaders of the two Parties and countries, formalizing contacts between the two Prime Ministers, and boosting defense and security cooperation as a solid pillar of the bilateral relationship. He also urged both sides to coordinate and support one another in multilateral forums.
He proposed driving balanced, sustainable trade and facilitating the export of Vietnamese agricultural products and other goods to China. He called for stronger cooperation in developing new drivers of growth, especially in science, technology, innovation, and digital transformation. He also hoped to see the rollout of major joint projects that reflect the strength of the partnership, along with new breakthroughs in environmental and financial cooperation. He encouraged deepening ties in culture, education, tourism, and aviation, and stepping up exchanges and coordination in multilateral settings.
Affirming Vietnam as a friendly neighbor, General Secretary and President Xi Jinping expressed his pleasure in choosing Vietnam as the first stop of his first foreign visit in 2025. This, he said, clearly shows the great importance the Chinese Party and Government place on the China-Vietnam relationship and deep-rooted friendship between the two peoples.
Impressed by the energy and progress of Vietnam’s Doi Moi reforms, Xi congratulated Vietnam on its achievements in socio-economic development, especially its strong and steady economic growth. He wished Vietnam success in organizing the 14th National Party Congress and hoped it would mark a new phase of strong, civilized, and prosperous growth.
General Secretary and President Xi reaffirmed that the Chinese Party and Government remain committed to a friendly policy toward Vietnam, always treating Vietnam as a priority in its neighborhood diplomacy. He voiced firm support for Vietnam in following the socialist path suited to its conditions, and expressed readiness to work closely with Vietnam to build a Community of Shared Future around the “six more” orientation, contributing to global progress.

General Secretary and President Xi Jinping expressed his delight at the good results achieved during his extensive talks with General Secretary To Lam. The two sides signed over 40 cooperation documents with comprehensive content.
He welcomed and appreciated the Vietnamese PM’s proposals on ways to strengthen ties between the two Parties and countries. He looked forward to both sides enhancing exchange mechanisms, especially the Steering Committee for Bilateral Cooperation, and expanding collaboration through Party, Government, and National Assembly channels, as well as through key ministries like foreign affairs, defense, and public security.
He urged both sides to seize opportunities in science and technology, take advantage of their close geography to boost economic cooperation and develop key industries. He called for actively pushing forward railway cooperation and reaffirmed that China stands ready to increase imports of Vietnamese agricultural products and to support Chinese businesses in scaling up high-quality investment in Vietnam.
Xi Jinping suggested that both sides organize well the activities within the framework of the Vietnam-China Year of Humanitarian Exchange; deploy Red Journey tourism routes, strengthen cooperation in the fields of education and health to bring practical benefits to the people of the two countries; suggested that the ministries and branches of both sides proactively and actively implement cooperation projects; promote cooperation at sea, and jointly maintain peace and stability in the region and the world.
