On the afternoon of November 13, 2025, the Viet Nam Agency of Seas and Islands held a meeting with South Korean partners, including Korea Electric Power Corporation Engineering & Construction (KEPCO E&C) and AtwoM, to discuss directions for cooperation in offshore wind development, contributing to Viet Nam’s sustainable development and carbon neutrality goals by 2050.
KEPCO invested in one of a few coal-fired thermal power plants in Vietnam using ultra-supercritical (USC) technology with high efficiency.
The meeting took place as Viet Nam actively implements its National Renewable Energy Development Strategy, aiming for Net Zero by 2050, with offshore wind considered a strategic pillar to ensure energy security and promote a blue economy.
At the meeting, a representative from KEPCO E&C expressed strong interest in Viet Nam’s offshore wind market, particularly as the country develops a legal framework and investment incentive policies for the sector. KEPCO E&C hopes to explore cooperation opportunities through equity investment, project joint ventures, or EPC (Engineering, Procurement, Construction) contracting.
At the same time, KEPCO E&C highlighted its technological capabilities and global EPC experience in offshore wind projects in South Korea, the UK, and Denmark. The corporation expressed its desire to contribute to Viet Nam through technology transfer, development of domestic supply chains, specialized workforce training, and long-term research collaboration, supporting the country’s goal of carbon neutrality by 2050.
AtwoM, a South Korean company operating in digital technology and wind turbine maintenance management solutions, is currently collaborating with partners in Viet Nam on renewable energy projects and operations & maintenance (O&M) technology transfer. The company serves as a strategic bridge between South Korean industrial corporations like KEPCO E&C and Viet Nam’s authorities and enterprises, facilitating technology exchange, domestic supply chain development, and high-skilled workforce training for the wind power sector.
Viet Nam promotes offshore wind development cooperation with South Korea.
Deputy Director Nguyen Thanh Tung of the Viet Nam Agency of Seas and Islands outlined the role and functions of the agency under the Ministry of Agriculture and Environment in integrated management of marine and island resources, including planning, licensing, and monitoring offshore wind activities.
According to Mr. Tung, Government Resolution No. 70/NQ-CP identifies offshore wind development as a key pillar of the blue economy and sustainable growth. He praised the cooperative intentions of KEPCO E&C and AtwoM, viewing this as an important starting point to promote technical collaboration, investment, and workforce development between the two countries in renewable energy.
During the meeting, all parties agreed to maintain regular exchanges and work toward developing concrete cooperation programs on technology, investment, and offshore wind planning.
The meeting was regarded as a positive kick-off, opening new prospects for Viet Nam - South Korea cooperation in renewable energy, aiming for sustainable development, efficient use of marine resources, and reduced greenhouse gas emissions.
