The Scheme aims of planting 1 billion green trees in 2025, which comprised 690 million scattered trees and 310 million trees concentrated in protection forests, special-use forests and newly planted production forests. The completed Scheme will contribute to protect the ecological environment, improve the landscape and respond to climate change, develop the economy and society, ameliorate the quality of life for the people and the sustainable development of the country.
Among the total 690 million scattered trees planted in rural and urban areas, the Scheme sets out the objective to plant about 138 million trees annually, which require the selection of types of plants suitable for the purpose, the landscape, the ecological conditions, and the farming practices for each locality and specific areas.
The Scheme also emphasizes the priority of planting trees that are indigenous, timber-trunk, multi-purpose, with environmental protection value, high protective effect, rare and precious, bearing the local identity of the areas and regions.
The Scheme clearly points out the planting locations for scattered trees in urban and rural areas, including sidewalks, streets, parks, flower gardens, squares, campuses of offices, schools, factories, manufactories, religious buildings, home gardens, public buildings, traffic corridors, riverside, canals, hospitals, ...
The Scheme has given MARD the task to preside over the coordination with the localities, the Ministries and branches to summarize the annual plan for afforestation and planting of scattered green trees in the 2021 - 2025 period; to supervise and cooperate in guiding and directing technical measures of afforestation, rural scattered tree planting, and management of forest seed quality; to review, develop and perfect national technical standards and regulations and silvicultural technical guidelines; to research and develop criteria for greenery area in the national set of criteria for new rural districts and communes in the 2021 - 2025 period.
MARD is also assigned to coordinate with the Ministry of Construction, the Ministry of Natural Resources and Environment to develop a database on planting, tending and developing concentrated trees and scattered trees, organizing to maintain and effectively implement the annual "Tree-planting Tet - forever grateful to Uncle Ho".
Apart from MARD, The Scheme of planting 1 billion green trees also assigns specific missions to the Ministry of Construction, the Ministry of Transport, the Ministry of Natural Resources and Environment, and the People's Committees of provinces and cities directly under the Central Government to hold responsible for reviewing and assessing the current situation and develop annual green tree planting plans for the 2021 - 2025 period in urban areas, industrial zones, non-urban transport systems, special-use forests, protection forests and scattered trees, ...
Furthermore, the Scheme accentuates the promotion of socialization and calls for mobilization of all domestic and foreign resources to initiate the planting and protection to secure a successful, effective, economical scheme of planting 1 billion trees in the period of 2021 - 2025, as well as organizes propaganda and education to improve capability and awareness of organizations and individuals about the roles and effects of forests, and the significance of planting 1 billion trees.
At the same time, the Scheme launches the emulation movement in order to call for and mobilize all citizens to participate in the trees and forests planting, making it a regular, continuous and effective movement in the whole society, turning the tree planting mission to become an emulation movement for all levels, all branches and all citizens.
