The Ministry of Agriculture and Rural Development requested Quang Ninh province to strengthen control of the smuggling and trade of poultry and poultry products across the border.
On September 13, the Ministry of Agriculture and Rural Development sent an official dispatch to the Chairman of the People's Committee of Quang Ninh Province on continuing to prevent, detect, and handle cases of illegally transporting poultry and poultry products across the border into Vietnam.
Phung Duc Tien, Deputy Minister of Agriculture and Rural Development, signed the official dispatch, clearly stating that, according to media reports, in recent times, the situation of illegal transportation and trading of poultry and poultry products across the border into Vietnam continues to have complicated developments in localities in Quang Ninh province.
This illegal transportation may be one reason for the highly virulent strain of avian influenza virus. The risk of dangerous infectious diseases continues to infect Vietnam from abroad and spread to other localities, affecting the poultry industry and people's health.
Implementing Decision No. 172/QD-TTg dated December 13, 2019, of the Prime Minister on approving the "National plan to prevent and control avian influenza, period 2019 - 2025", specialized agencies in Quang Ninh province, many cases of transporting poultry of unknown origin across the border have been arrested.
To strengthen control over the illegal transport and trade of poultry and poultry products across borders, the Ministry of Agriculture and Rural Development requested the Chairman of the People's Committee of Quang Ninh province to pay special attention and direct relevant agencies and authorities. All levels focus resources on implementing prevention content.
Specifically, the Ministry of Agriculture and Rural Development requested the Chairman of the People's Committee of Quang Ninh province to strengthen inspection, supervision, and control, especially at border gates, trails, openings in border areas, seaports, and riverways. Timely detect and strictly handle cases of illegal trading, slaughtering, and transportation of poultry and poultry products into Vietnam.
In case of catching illegal shipments of animals and animal products, the Ministry of Agriculture and Rural Development requires them to be destroyed immediately after taking samples and sending them to veterinary agencies for disease testing.
The Chairman of the People's Committee of Quang Ninh province directed relevant forces to establish a specialized project to fight against those who transport and trade smuggled poultry and poultry products across the border and coordinate with local authorities to make arrests and strictly handle cases of illegal import of poultry and poultry products, organize propaganda for people in border areas about the dangers of avian influenza and the harmful effects of trading and transporting poultry illegally clear origin.
Direct and urge the local Steering Committee 389 to deploy activities and solutions to prevent, promptly detect, proactively, and strictly handle cases of smuggling, illegal transportation, and trading of animals and animal products, especially poultry and poultry products entering and leaving Vietnam.
Steering Committee 389 closely coordinates and proactively shares information and data with veterinary agencies at all levels and organizes the implementation of measures to prevent and control animal diseases according to current laws.
In addition, the Official Dispatch of the Ministry of Agriculture and Rural Development requested the Chairman of the People's Committee of Quang Ninh province to direct the local market management force to strengthen circulation control measures and promptly detect and strictly handle cases with illegally transporting and trading poultry and poultry products into Vietnam of unknown origin on the market.
The People's Committee of Quang Ninh Province directs local press agencies to strengthen risk communication about dangerous diseases imported from abroad through animal transportation, trade, and consumption activities of illegal animal products.
At the same time, organize to mobilize people in border areas not to participate in or assist in transporting and trading animals and animal products, especially poultry and poultry products illegally imported into Vietnam.
The Ministry of Agriculture and Rural Development requests the Chairman of the People's Committee of Quang Ninh province to pay attention and direct the implementation of the above contents and regularly notify the Ministry to coordinate and promptly handle arising issues.
Previously, on May 18, 2023, Prime Minister Pham Minh Chinh issued an express telegram No. 426/QD-TTg on preventing, detecting, and strictly handling illegal trading and transportation cases. Poultry and poultry products cross the border into Vietnam.
The Prime Minister requests the Chairman of the People's Committee of the provinces and centrally-run cities, Ministers, and Heads of the National Steering Committee to combat smuggling, trade fraud, and counterfeit goods (National Steering Committee 389) to proactively direct Direct, and drastically deploy urgent solutions to prevent, detect and strictly handle cases of illegal transportation of poultry and poultry products across the border into Vietnam.
