The Blue Dragon program is funded by the Dutch Government and the Dutch Water Association and implemented during the expected period of 2019-2030. There are currently 3 provinces and cities in the Mekong Delta region selected to participate in this program: Kien Giang, Hau Giang and Can Tho.

According to the representative of the Blue Dragon Vietnam program, at the end of phase 1 (from 2019-2023), the program has achieved many results according to its set goals. Specifically, in the 6 training sessions of phase 1, the Blue Dragon program has trained many students from 3 participating localities on basic knowledge in asset management, operation and maintenance of irrigation works, dikes, and rural clean water. Media training to raise awareness about water resources protect water resources for the community, and manage flood risks. In particular, the Netherlands' flood risk management policies have been implemented so that provinces and cities can deploy research and application programs...
After ending Phase 1, the Blue Dragon program will also continue to deploy Phase 2 (from 2024-2026) in the above 3 localities. The goal of implementation in phase 2 is to open training classes targeting topics that the Mekong Delta region is interested in such as wastewater treatment, groundwater exploitation and land subsidence... It is expected that in phase 2, the Blue Dragon program will expand to several other localities in the Mekong Delta region.
Currently, participating localities are rushing to complete the extension of the implementation of the Blue Dragon program (phase 2) to submit to the leaders of the Provincial/City People's Committee for approval, and at the same time plan the implementation content of phase 3 (from 2027-2030).
