On March 24, Task Force No. 4 of the Steering Committee on reviewing and resolving difficulties and obstacles related to investment projects, led by Deputy Minister of Agriculture and Environment Le Minh Ngan, held a meeting with the Thai Nguyen Provincial People's Committee.
According to a representative from the Thai Nguyen Department of Finance, the province has encountered difficulties with several projects, which are primarily divided into two groups: off-budget investment projects (such as residential areas and urban development) and investment projects following the public-private partnership (PPP) model, specifically BT contracts (Build-Transfer contracts).
Mr. Nguyen Thanh Binh, Permanent Vice Chairman of the Thai Nguyen Provincial People's Committee, provided the following information: "Recently, Thai Nguyen Province has reported the details of these projects to the relevant ministries and agencies, as required. However, the obstacles have not yet been resolved. The meeting with Task Force No. 4 presents a highly favorable opportunity for local governments, departments, and agencies to exchange information and collaborate on finding solutions, aiming for the swift completion of these projects. This will help ensure that the benefits are balanced between the people, businesses, and the local community".

At the meeting, Deputy Minister Le Minh Ngan stated that the working group would thoroughly review the project documents, conduct on-site inspections, and collect feedback from various departments, localities, and task force members. This comprehensive approach would allow them to accurately identify the difficulties and obstacles faced by the projects. Based on these insights, the team would develop appropriate solutions and submit them to the Prime Minister for further consideration and action to resolve the issues.
In line with the Prime Minister's directives, the meeting between Task Force No. 4 and the Thai Nguyen Provincial People's Committee was not only aimed at addressing the projects presented by the finance sector but would also review and compile all difficulties related to investment projects involving land use. With the input from local authorities and in accordance with legal regulations, the task force would consolidate the issues and propose policy solutions within its jurisdiction.
“Thai Nguyen Province must collaborate closely and comprehensively with Task Force No. 4 to collectively remove the obstacles and difficulties that have been hindering progress. The ultimate goal is to effectively release land resources, ensuring that these efforts yield tangible economic and social benefits", emphasized the Deputy Minister.

Deputy Minister Le Minh Ngan also emphasized that Thai Nguyen Province needs to review the capacity of investors and their financial obligations to the state to ensure the effectiveness and progress of project implementation.
