Propose 5 policies for management and development of Halal products and services

(VAN) In the draft proposal to develop a Decree regulating Halal products and services, the Ministry of Science and Technology proposes 5 main policies to manage and develop Halal products and services.
 

Policy 1: Regulations on standards applied to Halal products and services

The policy aims to learn and research the Halal standards of leading international organizations and key export markets of Vietnam. Develop management regulations for standards applied to Halal products and services. Harmonization with international/regional/national standards is a critical market that facilitates the export of Vietnamese enterprises.

Policy implementation solution: Research and develop a set of national standards on Halal based on reference to Halal standards of leading international organizations and key export markets of Vietnam such as Codex standards, Saudi Arabia, Malaysia, Indonesia, Philippines, Gulf countries...; Accept national, international and regional standards of Muslim countries.

The Ministry of Science and Technology chose this solution because this regulation helps businesses and conformity assessment organizations have a complete basis for Halal product and service standards suitable for each export market, creating favorable conditions for businesses to access, develop, and apply standards of Vietnam and Muslim countries most conveniently and effectively.

Policy 2: Regulations on requirements for Halal products and services

The policy's objective is to develop regulations on quality management of Halal products and services to meet domestic and foreign standards, ensuring businesses are tested and certified by domestic conformity assessment organizations...for Halal products and services following the standards of Vietnam and importing countries according to the standards import standards.

Policy implementation solutions: Regulating general requirements for Halal products; regulations on the announcement of applicable standards and labeling Halal products; regulating the Vietnam Halal certification mark on products.

The reason for choosing the solution is that management regulations on the quality of Halal products and services demonstrate the specificity, especially of those products and services, thereby protecting the rights of consumers and producers; helps improve the value of Halal products and services, reduces costs, increases income for producers and businesses, and protects consumers.

Policy 3: Regulations on conformity assessment activities for Halal products and services and acceptance/recognition of certification results of foreign certification organizations

The policy aims to create a legal corridor to manage conformity assessment activities for Halal products and services in Vietnam. Testing and certification organizations must have sufficient capacity.

Content of the policy: Regulates the responsibilities and obligations of organizations assessing the conformity of Halal products and services; Regulations on activities of acceptance/recognition of conformity assessment and certification results of foreign organizations and Vietnamese organizations for countries importing Halal products and services.

Policy implementation solution: Regulating conditions for organizations testing and certifying Halal products; regulating the order and procedures for granting and revoking the Certificate of registration for testing and certification of Halal products; regulations on recognition of conformity assessment results of foreign conformity assessment organizations.

The Ministry of Science and Technology chose this solution to improve the capacity and efficiency of domestic conformity assessment organizations and authorized international, regional, and foreign certification organizations.

Policy 4: Regulations on inspection and testing of compliance with requirements of Halal products and services

The policy's objective is to create mechanisms and regular state management pressure on producers, businesses, and conformity assessment organizations; improve the efficiency of checking the quality of Halal products on the market, in production, import and export; distinguish between quality control and inspection of compliance with legal regulations; stipulate testing methods and use of Halal product sample testing results.

Policy implementation solution: regulate the quality inspection of Halal products and services, prioritize quality inspection in the market and export (without prior notice), and inspect the production facility or import only when there is a violation.

The reason for choosing this solution is to help producers, businesses, conformity assessment organizations, consumers, and management agencies unify how to test samples, certify Halal products and services, and comply with the provisions of the law.

Policy 5: Regulations on supporting and promoting the export of Halal products

The policy aims to help businesses, especially farmers, cooperatives, and individual households, feel secure in investing in the production of Halal products and Halal services in a sustainable manner, comprehensively developing Vietnam's Halal economic sector.

Content of the policy: Regulations on prioritizing the application of policies accompanied by existing budget sources for Halal product production using scientific and agricultural extension funding; policies to support businesses investing in agriculture; trade promotion policy; stipulate separate, specific policies for cooperatives, cooperative groups, associations, farms, and households, including support for analysis according to Halal standards and partial support for production costs during the phase converting, certifying, applying technological advances.

Policy implementation solution: The Government assigns the Ministry of Science and Technology, the Ministry of Finance and relevant ministries and branches to guide and organize specific implementation.

The Ministry of Science and Technology chose this solution to motivate Halal product manufacturers and service providers more, promoting the development of Vietnam's Halal economic sector.
