PM issues a Directive to promote exports

To proactively adapt in a flexible, timely, appropriate, and effective manner to global and regional developments, continue to boost exports and develop foreign markets, and thereby achieve the 2025 export growth target of over 12%, contributing to overall economic growth of 8.3–8.5% in 2025 and double-digit growth in the following years, the Prime Minister has instructed Ministers, heads of ministerial-level and Government agencies, other central bodies, and Chairpersons of provincial and municipal People’s Committees to focus on leading, directing, and implementing the following key tasks and solutions:

Signing new FTAs and implementing large-scale trade promotion programs

The Ministry of Industry and Trade shall take the lead, in coordination with relevant agencies: monitor and grasp market conditions and the trade policies of other countries and partners in order to proactively propose solutions to promote exports and promptly address emerging difficulties and obstacles; enhance effective utilization of existing free trade agreements (FTAs); push forward negotiations for new FTAs to open potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Pakistan, Brazil, and others; accelerate negotiations to conclude two FTAs between Vietnam and Mercosur, and between Vietnam and the GCC, by the fourth quarter of 2025; and continue negotiations for a reciprocal trade agreement with the United States in line with the direction of the competent authorities, the Government, and the Prime Minister.

The Ministry of Industry and Trade is also implementing large-scale, sector-specific trade promotion programs in key markets such as the EU, the United States, China, Japan, South Korea, ASEAN, India, the Middle East, Africa, and Latin America. It will diversify effective trade promotion formats, linking trade promotion activities with domestic enterprises’ production and export development, while strongly fostering e-commerce and digital transformation. Trade promotion activities will also be expanded to selectively support imports of input materials, thereby assisting domestic enterprises.

At the same time, strong administrative reforms will be carried out to simplify procedures, strengthen decentralization and delegation of authority; intensify industrial promotion activities; and strengthen linkages between domestic enterprises and foreign-invested enterprises, promoting the participation of domestic companies in foreign-invested enterprises’ supply chains.

Enhancing the quality of export products and clear geographical indications

The Ministry of Agriculture and Environment will take the lead, in coordination with relevant agencies: promote the production of agricultural inputs such as seeds, livestock breeds, fertilizers, pesticides, and animal feed to ensure domestic self-sufficiency, contributing to a balanced trade relationship with major partners; strengthen research and development of new varieties, and apply biotechnology to create differentiated value for agricultural products. The Ministry will also enhance the quality of Vietnam’s agricultural products, ensure clear geographical indications, and promote the production of low-carbon products.

At the same time, the Ministry will compile and publish manuals and guidance documents on regulations related to technical standards, food safety, SPS measures, and market requirements for the export of agricultural, forestry, and fishery products to key destinations including China, the European Union, the United States, Japan, South Korea, India, Australia, and New Zealand, with a particular emphasis on improving the quality of export products.

Promoting economic diplomacy and supporting enterprises to boost exports

The Ministry of Finance will take the lead, in coordination with relevant agencies, to amend or propose amendments to mechanisms and policies within its jurisdiction to continue fostering a healthy business and investment environment and removing unnecessary barriers. It will also direct the customs force, in cooperation with related units, to manage and monitor product quality during customs procedures, preventing the import of substandard goods, goods infringing intellectual property rights, and fraudulent origin declarations.

The Ministry of Foreign Affairs will coordinate with relevant agencies to promote political and diplomatic measures, monitor global and regional developments, strengthen and expand good relations with other countries, and step up economic diplomacy activities to broaden markets and support enterprises in boosting exports, investment, and effective business operations overseas.

The Ministry of Construction will take the lead, in coordination with the Ministry of Industry and Trade, provincial and municipal People’s Committees, and other relevant agencies, to develop and upgrade transportation infrastructure, warehouses, deep-water seaports, and logistics centers along routes and corridors connecting Vietnamese ports with foreign countries to meet the demands of import–export trade. Special attention will be given to developing inland waterway transport in the Mekong Delta and logistics services, while continuing to implement solutions to improve the capacity and market share of Vietnamese shipping enterprises in import–export cargo transport.

The Ministry of Science and Technology will coordinate with relevant agencies to strengthen measures supporting the protection of intellectual property and geographical indications for Vietnam’s potential export products in key foreign markets. It will also step up communication, training, and capacity-building on intellectual property for import–export enterprises.

The State Bank of Vietnam will coordinate with relevant agencies to manage the exchange rate in a flexible, balanced manner, harmonizing it with interest rates to stabilize the value of the Vietnamese dong.

Updating information and situations from border provinces to prevent congestion

Provincial and municipal People’s Committees: proactively review and substantively resolve difficulties and obstacles for each enterprise and investment project in line with regulations; strengthen linkages and information-sharing among localities on production, crop seasons, yields, harvests, and export conditions to cooperate in identifying transparent and open consumption markets for agricultural and aquatic products, ensuring benefits for farmers and enterprises.
