MAE to develop holistic data model

(VAN) The Ministry of Agriculture and Environment aims to promote the application of population data and electronic identification, creating a foundation for comprehensive digital transformation across the entire sector.

The Ministry of Agriculture and Environment has issued Decision No. 1902/QD-BNNMT promulgating the ministry’s plan to implement Decision No. 826/QD-TTg of the Prime Minister on the program for developing applications of population data, electronic identification and authentication to support national digital transformation during the 2026-2030 period, with a vision toward 2035.

The plan sets out the goal of promoting the development, connectivity, sharing, and application of digital data in the agriculture and environment sector in close linkage with population data, electronic identification and authentication systems in a synchronized and comprehensive manner, serving state management, administrative reform, online public services and the digital economy more effectively.

The program is also expected to strengthen transparency, improve administrative efficiency and support the modernization of public governance across the sector. It will further enhance digital coordination among agencies nationwide while improving accessibility and convenience for citizens and businesses using public services.

Completing a shared data ecosystem

According to the Ministry of Agriculture and Environment, by 2030 the ministry aims to basically complete national databases and sector-specific databases under its management, ensuring synchronized connectivity and data sharing with the National Population Database, the National Data Center and other specialized data systems.

The plan sets a number of specific targets for 2026, including: 50% of public services and administrative procedures completing the issuance of standardized data field lists to support the automatic reduction of application documents where data requirements are met; 50% of administrative procedures reducing required documents and paperwork once integrated into VNeID or meeting end-to-end data requirements; and 50% of administrative procedures providing status notifications and synchronizing processing results on VNeID.

In addition, online public service applications are expected to account for 80% of total public service dossiers; online payments for public services are targeted to reach 60%; public and business satisfaction is expected to reach 95%; 100% of administrative procedures and public services will be accepted regardless of administrative boundaries; and all state officials will receive basic digital skills training.

By 2030, the ministry aims to raise the rate of public services completing data standardization and paperwork reduction to 80%; ensure 100% of public services provide status notifications and synchronized results on VNeID; increase the share of online public service applications to 90%; and raise the online payment rate to 80%.

The ministry also requires databases to be developed according to the principles of being “accurate, sufficient, clean, live, unified and shared,” while enhancing connectivity, data sharing and data exploitation capabilities to support real-time management and administration.

Notably, through 2028, the agriculture and environment sector will continue to standardize and integrate sectoral databases to gradually establish a unified digital data platform for the entire sector. At the same time, it will promote the application of strategic technologies such as artificial intelligence (AI), Big Data, cloud computing, the Internet of Things (IoT) and blockchain technology.

Putting people and businesses at the center

The plan identifies people and businesses as the central focus of the digital transformation process. Shared digital platforms, information systems, and online public services will therefore be developed to be more convenient, user-friendly, secure, and accessible.

In the area of administrative procedure settlement, the ministry will standardize and restructure operational processes toward fully digital, end-to-end handling, reducing paperwork and eliminating the need for people or businesses to repeatedly provide information already available in national or sectoral databases.

The administrative procedure settlement system will also be upgraded and integrated with the National Public Service Portal, national databases, specialized databases and the VNeID application, helping improve connectivity and simplify processing procedures.

To ensure system security, the ministry requires the deployment of 24/7 cybersecurity and data security monitoring solutions for critical information systems, while also strengthening inspections and assessments related to data usage, personal data protection and state secrets protection.

Under its vision toward 2035, the Ministry of Agriculture and Environment aims to build a modern and intelligent digital agriculture and environment sector, where state management activities, public service delivery and interactions with people and businesses are conducted primarily in the digital environment.
