According to Phan Dinh Thinh, Head of Khanh Hoa Sub-Department of Livestock Production and Animal Health, Ninh Thuan province (old) used to carry out over 250 administrative procedures for issuing quarantine certificates every day, mainly for aquatic product quarantine.
In the search for a decisive solution, Ninh Thuan Sub-Department of Livestock Production and Animal Health deployed an online quarantine software with QR codes. When deploying this software, although the workload remained immense, the Sub-Department still completed the issuance of quarantine certificates within the day, ensuring the demands of businesses were met by making the procedures convenient for them.
“The information declaration is done online, so there is no need to go to the Animal Health Stations or the Sub-Department of Livestock Production and Animal Health anymore. This even allows procedures to be processed on weekends, holidays, and even Tet, so businesses can be more proactive in transporting goods,” said Phan Dinh Thinh.

With the results achieved in the digitalization of the animal quarantine system, after Ninh Thuan province merged with Khanh Hoa province, the current Khanh Hoa Sub-Department of Livestock Production and Animal Health is gradually building a set of administrative procedures. It is also in the process of asking for permission from Khanh Hoa People's Committee for the Sub-Department to continue implementing administrative procedures, especially procedures for issuing quarantine certificates for animals, terrestrial animal products and aquatic products like the old Ninh Thuan province.
While waiting for the opinion of the Provincial People's Committee, the Department will conduct training on the use of software to issue quarantine certificates for animals, terrestrial animal products and aquatic products for all officers, civil servants and employees of the Department. This is especially important for the former Khanh Hoa province, where procedures are still quite complicated, requiring approval from the Public Administration Center and cannot be performed outside of office hours or on holidays and Tet.
From the viewpoint of Nguyen Van Khoa, an officer of the Khanh Hoa Sub-Department of Livestock Production and Animal Health, the implementation of online quarantine with QR codes has created many conveniences for both businesses and quarantine officers. This helps reduce travel costs and cut down on the time spent waiting for a procedure from the time of declaration until the issuance of a quarantine certificate.
“Previously, a file had to be processed within 1 - 1.5 hours, but now the processing time has been greatly shortened. The work is done online, so it is easier to handle and more files can be processed than before,” he said.

This technical advance has received high praise from enterprises. Nguyen Ngoc Tin, Director of Dai Phat Aquatic Seed Production Company, mentioned the trouble with quarantine paperwork the company had to experience. Normally, every day before packing goods for sale, it had to send an employee to the Sub-Department of Livestock Production and Animal Health to do quarantine paperwork, which took a lot of time and effort due to the long distance.
“Since the Sub-Department of Livestock Production and Animal Health applied the online quarantine method, the Company no longer has to go far to complete paperwork. Now it is done through the online system, so we have an accountant sitting in the office printing the paperwork and doing it, very convenient,” said Tin.
In a similar situation, Do Quoc Hieu, Director of Tuan Ha Aquatic Seed Production Company Limited, also expressed his satisfaction upon using the animal quarantine software. "Since the Sub-Department of Livestock Production and Animal Health applied online quarantine with QR codes, we found it very convenient as it saves time for businesses, cuts the travel phase, and this means one person less to perform animal quarantine compared to before," he said.
“This software follows the digital transformation policy and issues level 4 online quarantine certificates. This helps lighten the workload of quarantine officers and proves to be convenient in terms of storing data,” said Phan Dinh Thinh, Head of the Khanh Hoa Department of Animal Husbandry and Veterinary Medicine.
