According to the People's Committee of Hai Phong city on February 18, trucks transporting goods for production, import and export from Hai Duong province into Hai Phong city will be considered by the authorities on a case-by-case basis, to ensure such requirements as having a contract, specific orders with detailed information about place of production, place of delivery, place of receipt of goods...
Besides, the trucks must take measures to prevent and control the Covid-19 pandemic as prescribed, and the drivers must test negative for SARS-CoV-2 by PCR and certified by Hai Duong's CDC within the last 3 days.
Drivers transporting goods from Hai Phong into Hai Duong must be verified by the vehicle owner or by the People's Committee of communes, wards or townships. Upon returning to Hai Phong, they must stay in the quarantined area arranged by the vehicle owner and must take samples for testing. If they intentionally violate or leave for home, they will be required to stay in the quarantined area and pay for all the cost.

Hai Duong is now one of the provinces with the highest number of community infections in the country, spreading 12/12 districts and cities of this locality, all are community infections. Meanwhile, Hai Phong has 5 districts bordering Hai Duong, with many important arterial traffic routes and trails and open paths.
Therefore, Hai Phong has introduced strong solutions to the prevention of Covid-19 pandemic and stopped receiving all citizens and goods from Hai Duong to this city during the period of social distancing (from February 16, 2021 to March 3, 2021). This is to ensure the safety of the people and does not mean to cause difficulties in the circulation of goods.
According to the People's Committee of Hai Phong City, at present in Tan Son Nhat airport, some cargo handlers have test positive for Covid-19, and the source of infection was suspected to be from the goods, as have been warned by the Ministry of Health.
Meanwhile, recently, there have been many goods that are food transported from Hai Duong to Hai Phong for consumption.
“The application of strong measures by Hai Phong under the direction of the Prime Minister is necessary and in accordance with the law and direction of the Government and the Prime Minister”.
According to leaders of Hai Duong province, this locality currently has 4,080 ha of winter-crop vegetables awaiting harvest, including 3,205 ha onions, 621 ha carrots and 261 ha cabbage, kohlrabi, cauliflower, and leafy vegetables. Estimated yield is 90,760 tons. Currently, about 90% of carrots and 30% of the province's cabbage, kohlrabi, and leafy vegetables are for exporting, the rest is consumed domestically.
As provinces and cities tightened the prevention of Covid-19 pandemic, affecting the circulation of goods, the Chairman of the People's Committee of Hai Duong province sent a written request to Hai Phong, Quang Ninh, and neighboring localities and the Ministry of Industry and Trade to create favorable conditions for vehicles, drivers and deliverers to enter and exit these areas.
