To better understand the scientific and technological achievements in the province’s agricultural sector over the past 80 years, especially the breakthroughs under Resolution No. 57-NQ/TW of the Politburo, VAN News spoke with Ms. Nguyen Thi Hoang, Provincial Party Committee Member and Vice Chairwoman of the Dong Nai Provincial People’s Committee.
Dong Nai prioritizes environmental protection and circular economy development.
Madam Vice Chairwoman, could you share the major scientific and technological achievements, especially breakthrough policies, that Dong Nai has attained in agriculture over the past 80 years, contributing to the province’s sustainable development goals?
Throughout its 80-year journey of construction and development, particularly in recent years, Dong Nai has achieved remarkable progress in science, technology and agricultural industrialization, thereby making significant contributions to sustainable, modern and globally integrated growth. The province has paid special attention to the application of science and technology in crop production, livestock and aquaculture.
Currently, over 51% of the production value of key agricultural products comes from high-tech applications. 100% of new and re-cultivated crop areas use high-quality, certified seeds; nearly 4,300 hectares of major crops are certified under Good Agricultural Practices (GAP); and 149 hectares use greenhouse or net house technology. Dong Nai has begun applying Internet of Things (IoT) technology to monitor and control microclimatic parameters via smartphones or computers.
In livestock production, more than 67% of the province’s output value applies advanced technology, enhancing productivity, reducing costs, and ensuring biosecurity. Dong Nai has established 202 VietGAP-certified farms and 13 GlobalGAP certified farms, along with over 50 production - consumption chains for poultry meat and eggs, many of which are exported to Japan, the United States, and Taiwan. The agro-processing industry has also developed strongly, with modern factories meeting ISO, HACCP, and HALAL standards for export markets.
Dong Nai has also issued and implemented many breakthrough policies. From 2010 to 2020, the province rolled out major programs such as: The Development Program for Key Crops and Livestock, the Safe Fruits and Vegetables Program, he Farm and Collective Economy Development Scheme and the Large Scale Field Program. These programs supported the transfer of new varieties, advanced production processes, mechanization, modern irrigation systems, and safety certification for agricultural production.
In the OCOP program, Dong Nai leveraged its strong agricultural base and dynamic network of enterprises and farmers who quickly embraced new technologies. The province has received active guidance and support from central authorities for programs promoting organic agriculture, processing industries, and trade promotion, helping improve productivity, quality and economic efficiency.

This demonstrates that Dong Nai is not only developing agriculture in a modern, sustainable direction but also playing a key role in the safe food production and processing chain of the Southeast Region, thereby contributing to both income growth and socio-economic development.
What strategic measures will Dong Nai take to create breakthroughs in science, technology, innovation, and digital transformation in agriculture under Resolution No. 57-NQ/TW, both in the near term and long term?
Dong Nai continues to concretize national and provincial policies, including: Resolution No. 05/2023/NQ-HDND of the Provincial People’s Council on supporting organic agriculture development, a distinctive local policy for agricultural breakthroughs during 20212 - 025; Decision No. 35/2021/QD-UBND on supporting investment in agriculture and Decree No. 106/2024/ND-CP of the Government on supporting circular livestock production and high-tech applications. Other policies include support for production - consumption linkages, VietGAP and organic certification, digital transformation, carbon credit development and investment in processing, logistics and e-commerce along the agricultural value chain.

In particular, the province views Resolution 57-NQ/TW on the development of science, technology, innovation, and digital transformation as the key driver for enhancing productivity, quality, and competitiveness in agriculture. Accordingly, Dong Nai will focus on strategic, high-impact solutions, including: Building and digitizing agricultural and environmental databases on the provincial digital platform, particularly regarding land resources, environmental permits, and management of cultivation and aquaculture zones; developing smart production programs applying IoT in agriculture, environment, and logistics, including reservoir monitoring, disaster warning, agricultural traceability, and market forecasting systems; integrating data with the Ministry of Agriculture and Environment’s 126 shared national databases.
Dong Nai will also promote comprehensive digital transformation in agriculture, developing sectoral databases, digital agricultural maps, traceability systems, and digital environmental monitoring, while supporting enterprises, cooperatives and farmers in accessing new technologies.
The province is emphasizing high-quality human resource development, investment in research and processing, application of science and technology in livestock, crop and aquaculture sectors, especially strengthening international cooperation, innovation and digital agricultural entrepreneurship.
