Be proactive and timely in implementing the National Target Programs

According to the National Target Programs, Lao Cai province will implement a new rural program, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas in 2022.

The province has 62/127 communes that have completed the construction of new rural areas, reaching 51.18%, and 2 communes that have achieved the advanced new rural standards (Xuan Quang and Son Ha communes, Bao Thang district). The provinces of the two localities have met the district-level new rural standards.

Lao Cai province continues to evaluate the files of two communes that have proposed to be recognized as newly enhanced rural communes, including Lien Minh commune (Sa Pa town) and Ta Chai commune (Bac Ha district).

Regarding resources to implement the new rural program, by December 31, 2021, the whole province of Lao Cai has mobilized over VND 860 billion. Investment preparations are underway for the socio-economic development program in ethnic minority and mountainous areas and the newly approved poverty reduction and sustainability program by the Government.

It is expected that the total capital from the central budget assigned to national target programs in the 2021-2025 period to support Lao Cai province is VND 6,533 billion (investment capital: VND 3,376 billion, non-business capital: VND 3,157 billion).

To realize the objectives of the National Target Programs, Lao Cai province has perfected the organization, direction, administration at all levels and built a system of documents guiding and directing the operation, management regulations, and regulations on the mechanism for integrating capital sources for the implementation of programs.

In 2021 alone, Lao Cai province issued 28 documents directing the implementation of the National Target Programs for socio-economic development in ethnic minority and mountainous areas. It is expected that the total capital need for phase 1 (from now to 2025) is more than VND 3,900 billion.

The synchronous implementation of the National Target Programs of Lao Cai province mainly aims at the goal of production developing and improving the living standards of rural residents in all aspects; Striving to reduce the rate of poor households according to the multidimensional poverty line in the 2021-2025 period to 4.5%, equivalent to about 8,000 households escaping poverty each year.

Mr. Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Lao Cai province, highly appreciated the efforts of the Steering Committees at all levels in implementing the National Target Programs. The implementation has achieved initial results in the first year of the 2021-2025 period.

Lao Cai province identifies the task of agricultural development as the focus. Building new rural areas, sustainable poverty reduction, and raising people's incomes in rural areas and ethnic minority areas are essential tasks.

Mr. Vu Xuan Cuong further noted that in 2022, localities need to have a long, detailed, and specific preparation to receive significant resources. Funds need to be allocated under the principle of budget balance, integrating projects with the same contents and tasks to avoid overlapping and not allowing outstanding debt in capital construction.

The biggest goal when implementing the programs is to complete the new rural construction. The localities have strengthened the leadership and direction of the party committees and authorities and the drastic participation of the people, paying attention to the propaganda work, creating conditions for the people to participate, check and supervise.

According to Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong, Head of the Steering Committee for National Target Programs of this province, said that to achieve the set goals, members of the Steering Committee and localities must implement actively, carefully researched 3 National Target Programs, urgently identified implementation tasks.

In March, district and commune steering committees held conferences to understand and implement these programs thoroughly. Steering committees at district and commune levels must understand and avoid being passive when implementing.

"The senior levels need to be timely, and the junior levels have to be proactive when implementing national target programs; Going ahead, enable to wait for capital and specific plans from superiors anymore. Deploying content related to these three programs needs to identify resources, locations, scope, and objects for review and investment to ensure substantive effectiveness," said Mr. Trinh Xuan Truong, Chairman of the People's Committee of Lao Cai province emphasized.
