Currently, the administrative procedure information system of Son La province is connected and synchronized across all three levels: provincial, district, and communal. This system is linked to the National Public Service Portal and is fully integrated with the EMC System.
The province has incorporated 573 online public services into the National Public Service Portal, comprising 326 provincial services, 188 district-level services, and 59 communal services. The rate of digitally signed documents exchanged between agencies through the document management and administration software has reached 97%.
Son La’s online public services have an online case resolution rate of 92%, with 86% of services generating online records. The digitization of administrative records stands at 94%, while the digitization of administrative procedure settlement results has reached 72%.
Additionally, the rate of online payment processing has climbed to 80%. Son La province has maintained vigilance, directing units to prevent and detect activities that exploit cyberspace to threaten national security, with no significant incidents reported.
Along with improving the quality of public administrative services, the province is facilitating easier access for residents and businesses, particularly in rural areas, to administrative procedures, further promoting digital transformation in developing new rural areas.

In addition, cooperatives are gradually applying software and digital transformation solutions to implement and manage the One Commune One Product (OCOP) Program. The process of digitization and building a synchronous database has helped manage raw material area codes and trace the origin of agricultural products through applications such as traceability systems and GIS technology in forest management and protection.
Software such as farmdiary.online supports forest management and monitoring. The province is also promoting the application of online technology and virtual reality to promote and trade agricultural products, supporting the development of e-commerce. 42 enterprises and cooperatives have been supported to promote their products, with 52 typical agricultural products introduced on the Son La Province Business and Agricultural Products Information Page.
75 products from 5 enterprises and cooperatives have met export standards and have been posted on international e-commerce platforms such as Alibaba.com, Agrim and EC. Many communication tools have been built to support enterprises and cooperatives in finding partners through digital platforms such as YouTube and Google Adwords. Currently, the number of Son La agricultural products on e-commerce platforms has reached 2,466 products, with a total of nearly 50,000 transactions.
Towards the goal of building smart new rural areas, Son La province will continue to invest and improve technology infrastructure, promoting digital government in building advanced new rural areas. The development of a synchronous and interconnected online public service system from the provincial to the communal level will be prioritized, along with improving the quality of services for the people.
