On November 12, the Ministry of Agriculture and Environment issued the Action Plan to implement the Low-Emission Crop Production Project for the 2025-2035 period, with a vision to 2050. This plan aims to formalize the goals, tasks, and solutions approved under Decision No. 4024/QD-BNNMT dated September 29, 2025.
The Action Plan is designed to ensure the synchronous, timely, and effective deployment of the Project's tasks, fostering the development of a low-emission agricultural sector linked to green growth and climate change adaptation.
The plan mandates the concretization of the Project’s orientations and solutions into priority activities across the entire sector, clearly defining the deadlines, progress, and responsibilities of each agency and unit. Simultaneously, it emphasizes ensuring unified coordination among ministerial units, local authorities, international partners, and relevant organizations.

The Ministry of Agriculture and Environment stressed that implementation must be integrated with existing programs and projects to maximize resource utilization and minimize overlap. Based on this, central and local units will develop their own action plans, tailored to the specific conditions and characteristics of each ecological zone, in order to achieve the Project's overall goals.
According to the Action Plan, the Plant Production and Protection Department will serve as the focal point, responsible for organizing implementation, reviewing policies, developing priority programs and projects, and conducting periodic performance evaluations every five years.
The International Cooperation Deparment will spearhead efforts to enhance cooperation and attract foreign financial resources, technology, and investment. The Department of Planning and Finance will allocate funding for task execution. The Department of Science, Technology, and Environment will integrate emissions reduction content into scientific research programs and technology appraisal. The Department of Climate Change will monitor greenhouse gas emission reduction results and develop Measurement, Reporting, and Verification (MRV) procedures consistent with international standards to ensure transparency and uniformity across the sector.
Furthermore, the Viet Nam Agriculture and Nature News is tasked with organizing communication programs and training sessions on general awareness of low-emission farming, developing circular, sustainable, and low-emission crop value chains. It will also intensify communication through press, social media, television programs, trade fairs, and exhibitions to raise community awareness about the benefits and trends of low-emission crop production. Concurrently, it will enhance public knowledge about the carbon market and promote green consumption, prioritizing low-emission agricultural products to shift toward sustainable consumption behavior.
The National Agricultural Extension Center will organize training, provide technical guidance, and replicate low-emission farming models. The Viet Nam Academy of Agricultural Sciences will research and assess the emission status of various crops and develop technical packages and MRV procedures to create a scientific basis for the formation of carbon credits in the crop sector.

Other units, such as the Department of Water Resources Management and Hydraulic Works Construction and the Department of Cooperative Economics and Rural Development, are also assigned tasks, including upgrading irrigation infrastructure, developing concentrated raw material zones, organizing large-field production, and promoting value chain linkages to serve the emissions reduction goal.
Regarding financial resources, the Ministry of Agriculture and Environment will mobilize funds from multiple channels, including the State budget, Official Development Assistance (ODA), technical assistance programs, Public-Private Partnerships (PPP), socialized capital, and other international support. Units are tasked with proactively proposing, arranging, and allocating funding appropriate to their functions and responsibilities.
Localities must proactively allocate budgets, integrate funds from programs and projects with similar objectives, and mobilize lawful non-budgetary resources to implement emissions reduction models. The Ministry also encourages close cooperation with businesses and cooperatives to mobilize social resources, develop carbon credits, and reduce production input costs.
Maximum use will be made of international support, particularly from organizations such as the World Bank (WB), the Asian Development Bank (ADB), the International Monetary Fund (IMF), and other governmental and non-governmental organizations.
The Plan stipulates that the People’s Committees of provinces and cities are responsible for directing the Project's implementation at the local level. The Department of Agriculture and Environment will serve as the coordinator, organizing implementation, issuing mechanisms for capital mobilization, and allocating resources suitable to local conditions.
Authorities at all levels are tasked with communicating and raising awareness among officials, farmers, cooperatives, and enterprises about the benefits of low-emission production. They must inspect and monitor progress and submit annual reports to the Ministry of Agriculture and Environment before December 15.
The implementation of the Low-Emission Crop Production Project is seen as a concrete step toward fulfilling Viet Nam’s commitment to achieving net-zero emissions by 2050. With coordination from domestic agencies and support from the international community, this Action Plan will help build a low-carbon agricultural production base, increase value, meet global green market standards, and create opportunities for Viet Nam to participate in the carbon credit market in the future.
