About 50% of provincial administrative units will be reorganized

On March 25, in his opening speech at the conference of full-time National Assembly deputies, National Assembly Chairman Tran Thanh Man said that this conference will discuss and revise 8 draft laws that were first commented on at the 8th Session and 1 draft law submitted to the National Assembly for consideration and approval according to the procedure.

According to the National Assembly Chairman, the 7th conference of full-time delegates occurred in the context that the entire political system is urgently implementing tasks to continue reorganizing the apparatus. The draft laws discussed this time regulate many different areas, including very important laws that greatly impact production and business activities and the business community.

National Assembly Chairman Tran Thanh Man emphasized that the upcoming 9th National Assembly session is of great historical significance to the country. The volume of content is substantial, while the preparation time is shortened by about 2 weeks.

Regarding the apparatus arrangement, the National Assembly Chairman said that in phase 1, Ministries, branches, agencies of the National Assembly, Party agencies, the Fatherland Front, socio-political organizations, and localities have been arranged.

To prepare for phase 2, the National Assembly will consider amending the Constitution, amending a number of laws and arranging administrative units at the provincial and communal levels, not organizing at the district level.

Currently, the country has 63 provinces and cities, and there is a plan to merge some provinces and cities. As announced, about 50% of provincial and municipal administrative units will be reorganized.

Regarding district-level administrative units, the National Assembly Chairman said that if the Constitution is passed, there will be no more district-level units. Currently, the country has 696 district-level units. There are about 10,035 commune-level units; the arrangement of commune-level administrative units will be reduced by 60-70%.

Currently, the country has 63 provincial-level administrative units; 696 districts and 10,035 communes and wards. According to regulations of the National Assembly Standing Committee, provincial-level administrative units must meet three standards on area, population and number of district-level administrative units.

According to this criterion, there are currently only 15 provinces and cities that meet the standards, including Binh Dinh, Dak Lak, Dong Nai, Gia Lai, Hanoi, Hai Phong, Kien Giang, Lam Dong, Nghe An, Quang Nam, Son La, Thanh Hoa, Ho Chi Minh City, Hue and Ha Tinh.
