Pursuant to Decision No. 1664/QD-TTg issued by the Prime Minister on October 4, 2021 on approving the Project for Sustainable Development of Mariculture until 2030, with a vision towards 2045, and Resolution No. 14/NQ-CP issued by the Government on February 8, 2023 on the Government's Action Program to implement Resolution No. 30-NQ/TW issued by the Politburo on November 23, 2022 on socio-economic development and ensuring defense and security in the Red River Delta until 2030, with a vision towards 2045, Quang Ninh province has integrated its aquaculture planning into the Provincial Planning from 2021 to 2030, with a vision towards 2050. The planning has been approved by the Prime Minister under Decision No. 80/QD-TTg dated February 11, 2023.
The Government's Mariculture Development Project stated: "Quang Ninh aims to become a center for mariculture, and fishing activities; the province's mariculture industry will be developed in association with marine conservation and national tourism. Furthermore, the province will establish concentrated broodstock production areas to meet both the regional and international demand for broodstock."
With the aim to effectively implement these objectives, Quang Ninh has proactively coordinated with the Ministry of Agriculture and Rural Development to organize the "Sustainable Mariculture Development Conference - Insights from Quang Ninh" with the theme: "Mariculture: Sustaining Ocean Life for Future Generations."
The conference will be chaired by Minister of Agriculture and Rural Development Le Minh Hoan, and Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Quang Ninh province Nguyen Xuan Ky.
Accordingly, Quang Ninh province's Department of Agriculture and Rural Development, the Directorate of Fisheries, the Directorate of Fisheries Surveillance, and the Vietnam Agriculture Newspaper will coordinate the organization of this event. The conference will be livestreamed on various multimedia platforms hosted by the Vietnam Agriculture Newspaper.
With the expected attendance of over 400 domestic and international delegates, the conference will see the participation of leaders from various ministries and departments, including the National Assembly's Committee on Science, Technology, and Environment; Ministry of National Defense; Ministry of Public Security; Ministry of Agriculture and Rural Development; Ministry of Industry and Trade; leaders from central economic agencies; the National Assembly; the Government Office; the Ministry of Science and Technology; the Ministry of Industry and Trade; leaders from provincial Departments of Agriculture and Rural Development in coastal areas; associations, cooperatives, businesses, and aquaculture farmers.
Moreover, the conference will witness the presence of representatives, ambassadors, and experts from countries renowned for their leading mariculture industries, such as Australia, Norway, Denmark, the United States, Japan, South Korea, China, the European Union, and the Netherlands, as well as international organizations including UNDP, FAO, IUCN, FFW, and SNV.
The conference will be divided into three sections, with the detailed agenda as follows:
Section 1 will provide an overview with speeches from leaders of Quang Ninh province, the Ministry of Agriculture and Rural Development, and international guests.
Section 2 will feature panel discussions on "Potential and Challenges of Mariculture" and "Sustainable Mariculture Development Solutions, Insights from Quang Ninh".
Section 3 will involve the issuance of licenses for mariculture and the signing of cooperation agreements for mariculture development in Quang Ninh province.
Minister of Agriculture and Rural Development Le Minh Hoan revealed: "This conference is an opportunity for Vietnam to collectively prepare for a long-term development, which includes a mariculture strategy aimed at the green and sustainable development of the aquaculture sector."
"Experts, businesses, cooperatives, and aquaculture farmers will have the opportunity to connect with institutes, schools, scientists, and both domestic and foreign corporations. Consequently, they will help shape a development path for mariculture, with the goal of creating a standard economy and contributing to the inevitable trend of green growth. These aspects will be summarized in the Mariculture Conference in Quang Ninh for stakeholders to reflect upon, and for the Ministry of Agriculture and Rural Development to review. I believe this conference will serve as an inspiration and motivation for businesses to invest in Quang Ninh as well as to other potential mariculture areas," Minister Le Minh Hoan added.

With the goal of establishing a comprehensive overview of mariculture, which encompasses its potential, advantages, as well as challenges and solutions, the "Sustainable Mariculture Development Conference - Insights from Quang Ninh" aims to serve as a bridge for management agencies, experts, scientists, businesses, organizations, individuals, among others to assess and evaluate the state of mariculture domestically and globally. The priority goal of the event is to contribute to the development of a sustainable mariculture industry.
Notably, the conference is expected to held annually, thereby attracting the attention and investment of various domestic and foreign businesses in mariculture, as well as investment in logistics infrastructure to support industrial mariculture in the near future.
