Typhoon No. 3 (Typhoon Yagi) has caused huge consequences, and it is forecast that the rain and flood situation will still develop complicatedly in the Northern provinces and cities from Thanh Hoa outward.
"It can be said that this is a historic storm, causing huge consequences. Hearing the sound of rain falling, opening the door, and seeing heavy rain makes me worried," the Prime Minister expressed at the meeting of the Standing Government.
Accordingly, the Prime Minister requested Ministries, branches, and localities to organize 24-hour responses to respond to and resolve urgent issues, ensuring the lives of people affected by Typhoon No. 3.
The Ministry of National Defense, the Ministry of Public Security, and units and localities not affected by the flood concentrate their forces to support damaged localities, agencies, and people in the spirit of "whoever having wealth helps wealth, those having merit help merit, those having little help little, those having much help much," "intact leaves protect the tattered ones," "little torn leaves protect much torn leaves," and "solidarity and mutual love." Responding to the call of the Vietnam Fatherland Front Central Committee, the whole community joined hands to overcome the consequences of Typhoon No. 3 and floods and landslides caused by the storm's circulation. The Ministry of Planning and Investment develops a program to overcome the consequences of Typhoon No. 3, floods, landslides, and flooding.
Ministries, branches, localities, and forces continue to focus on rescuing victims and missing people; treating the injured; taking care of the funeral of the unfortunate; and quickly stabilizing the situation as soon as possible. Find all measures, by all means of waterway, road, and air, to access and support necessities of life for areas cut off by floods, especially food and water.
Along with that, prepare biological products and medicines, treat environmental pollution, and prevent epidemics after natural disasters, especially in flooded and isolated localities. Where the situation has stabilized, urgently welcome students to school; have policies to freeze debt, reschedule debt, provide loans, and support people and private enterprises to restore production and business and stabilize production, livelihoods, and life.
The Prime Minister requested to continue to closely inspect and monitor the situation of dykes, lakes, and dams; closely assess and forecast the situation to have appropriate handling plans. Strictly inspect, review, and monitor points at risk of landslides and flash floods; urgently relocate people from high-risk areas to safe places.
At the same time, promote the supply of equipment, supplies, fuel, and raw materials to serve production and business, and restore agricultural and industrial activities. Control the market and prices, ensure adequate supply of goods to serve people's livelihoods, avoid shortages, avoid hoarding, and avoid price increases. Prepare seeds and have policies to support the restoration of agricultural production.
The Prime Minister requested media agencies to update developments in the rain and flood situation, increase information and recommendations, and guide skills for people to prevent, fight, adapt, overcome the consequences of storms and floods, and restore life, production, and business.
