Báo cáo của Sở Nông nghiệp và Môi trường cho biết, hiện mỗi ngày Hà Nội phát sinh khoảng 8.400 tấn chất thải rắn sinh hoạt, đây là một áp lực rất lớn cho việc xử lý rác thải. Trong khi đó quỹ đất dành cho chôn lấp rác thải đang bị thu hẹp, yêu cầu bảo vệ môi trường ngày càng cao, mỗi ngày tại các nhà máy đốt rác phát điện ở Xuân Sơn và Nam Sơn đã xử lý được khoảng 7.250 tấn chất thải rắn sinh hoạt, song thành phố vẫn còn phải chôn lấp hơn 1.000 tấn/ngày.
Từ những số liệu trên Hà Nội đặt ra yều cầu cần chuyển đổi phương thức xử lý chất thải theo hướng hiện đại, giảm phát thải và phát triển kinh tế tuần hoàn.
Để cải thiện, Hà Nội xác định đốt rác phát điện là giải pháp trọng tâm trong chiến lược quản lý chất thải rắn. Không chỉ góp phần xử lý triệt để lượng rác phát sinh, công nghệ này còn tận dụng nguồn rác để sản xuất điện năng, giảm đáng kể lượng rác chôn lấp, hạn chế phát thải khí nhà kính và ô nhiễm môi trường.

According to the Hanoi Department of Agriculture and Environment, the city generates around 8,400 tonnes of municipal solid waste every day, placing enormous pressure on its waste treatment system. At the same time, land available for landfill is becoming increasingly scarce, while environmental protection requirements continue to tighten. Waste-to-energy plants in Xuan Son and Nam Son currently process approximately 7,250 tonnes of municipal solid waste per day, but more than 1,000 tonnes still have to be disposed of through landfilling.
These figures underscore the urgent need for Hanoi to modernize its waste management system by adopting cleaner technologies, reducing emissions, and advancing the circular economy.
To address the challenge, Hanoi has identified waste-to-energy as the cornerstone of its solid waste management strategy. In addition to significantly reducing the volume of waste requiring landfill, the technology converts waste into electricity, helping lower greenhouse gas emissions and environmental pollution.
The Vietnamese capital aims to ensure that, by the end of 2027, 100% of municipal solid waste will be treated using waste-to-energy technology, completely phasing out the direct landfilling of household waste.

Ông ĐẶNG THÀNH VINH - Phó Trưởng phòng Quản lý chất thải rắn (Sở NN&MT Hà Nội): “Hà Nội hiện nay có 2 nhà máy xử lý rác công nghệ cao là nhà máy Seraphin và nhà máy điện rác Thiên Ý, đối với Hà Nội định hướng xuyên suốt là phát triển bền vững, hướng tới xử lý rác thải bằng công nghệ cao có phát điện, tái tạo, tuần hoàn làm sao biến rác thành nguồn tài nguyên quý giá này bằng hình thức phát điện, biến rác thành các sản phẩm từ rác thải. Trong quy hoạch phát triển Hà Nội các khu vùng gồm phía Bắc, phía Nam, phía Tây Nam và phía Tây sẽ hình thành các nhà máy xử lý rác phát điện và công nghệ cao, đảm bảo 99% xử lý rác bằng các nhà máy công nghệ cao và loại bỏ triệt để xử lý rác thải bằng chôn lấp.”
Mr. Dang Thanh Vinh, Deputy Head of the Solid Waste Management Division, Hanoi Department of Agriculture and Environment:
"Hanoi currently operates two high-tech waste treatment plants—the Seraphin plant and the Thien Y waste-to-energy plant. Our long-term strategy is to pursue sustainable development by expanding high-tech waste treatment with electricity generation, recycling and circular economy practices. The goal is to transform waste into a valuable resource, generating electricity and producing useful products from waste. Under Hanoi's development plan, new waste-to-energy and high-tech treatment plants will be built in the northern, southern, southwestern and western areas of the city. These facilities are expected to handle 99% of the city's waste using advanced technologies and ultimately eliminate landfilling."

Để thực hiện mục tiêu này, mới đây dự án Nhà máy điện rác Sóc Sơn mở rộng có công suất xử lý khoảng 1.600 tấn/ngày đêm, tập trung xử lý rác thải đã chôn lấp, công suất phát điện 45MW đã được triển khai. Dự án dự kiến đưa vào vận hành trong năm 2027, góp phần xử lý cả rác phát sinh mới và lượng rác tồn lưu nhiều năm.
Song song với đó, Hà Nội liên tiếp khởi công nhiều dự án điện rác mới nhằm hình thành mạng lưới xử lý chất thải đồng bộ trên địa bàn. Tại Khu xử lý chất thải rắn Xuân Sơn, Nhà máy xử lý rác và phát điện AMACCAO - Thành Công được đầu tư với công suất 1.000 tấn rác/ngày đêm, công suất phát điện 20 MW, sử dụng công nghệ đốt rác phát điện hiện đại của Đức. Dự án được kỳ vọng sẽ nâng cao năng lực xử lý chất thải khu vực phía Tây thành phố, giảm tỷ lệ chôn lấp và thúc đẩy phát triển kinh tế tuần hoàn.
Ở khu vực phía Tây Nam, Nhà máy xử lý môi trường và phát điện công nghệ cao Núi Thoong cũng đã được khởi công với tổng vốn đầu tư hơn 5.200 tỷ đồng. Khi đi vào hoạt động, nhà máy có khả năng xử lý khoảng 2.000 tấn rác mỗi ngày, phát điện 45 MW, góp phần giảm quãng đường vận chuyển rác và nâng cao hiệu quả xử lý chất thải cho các địa phương lân cận.
To support this goal, construction has recently begun on the expansion of the Soc Son Waste-to-Energy Plant, which will have a treatment capacity of around 1,600 tonnes of waste per day. The facility will primarily process previously landfilled waste and generate 45 MW of electricity. Scheduled to begin operations in 2027, the project is expected to treat both newly generated waste and long-accumulated waste.
At the same time, Hanoi has launched several additional waste-to-energy projects to establish an integrated waste treatment network across the city. At the Xuan Son Solid Waste Treatment Complex, the AMACCAO–Thanh Cong Waste-to-Energy Plant is being developed with a processing capacity of 1,000 tonnes of waste per day and an electricity generation capacity of 20 MW, using advanced German waste incineration technology. The project is expected to strengthen waste treatment capacity in western Hanoi, reduce reliance on landfill, and promote the circular economy.
In the southwestern part of the city, construction has also begun on the Nui Thoong High-Tech Environmental Treatment and Waste-to-Energy Plant, with a total investment of more than VND 5.2 trillion. Once operational, the plant will process around 2,000 tonnes of waste per day and generate 45 MW of electricity, reducing waste transport distances while improving treatment capacity for Hanoi and neighboring localities.

"As an environmental treatment project, all equipment and technologies are designed as a fully integrated system. Flue gas, ash and leachate will all be treated in accordance with regulatory standards. The investor is committed to applying the most advanced technologies that meet EU and G7 standards, ensuring that the plant not only addresses environmental challenges through waste-to-energy generation but also supplies clean electricity to the national grid."

Việc đồng loạt triển khai các dự án điện rác không chỉ giúp nâng cao năng lực xử lý chất thải mà còn tạo nguồn năng lượng tái tạo bổ sung cho hệ thống điện quốc gia. The simultaneous development of multiple waste-to-energy projects will not only enhance Hanoi's waste treatment capacity but also provide an additional source of renewable energy for the national power system. The growing network of high-capacity plants demonstrates the city's strong commitment to modernizing waste management in a sustainable manner. Beyond addressing the challenge of urban waste, these projects will contribute to building a greener and cleaner capital, reducing carbon emissions, and advancing Hanoi's transition toward a circular economy and green growth in the years ahead.
