Sau gần 4 năm kể từ khi Việt Nam và Tổ chức Tăng cường tài chính lâm nghiệp ký Ý định thư tại Hội nghị COP26, việc đàm phán Thỏa thuận mua bán giảm phát thải (ERPA) vùng Nam Trung Bộ và Tây Nguyên đã chính thức bắt đầu. Không chỉ hướng tới một hợp đồng mua bán tín chỉ carbon, đây còn được xem là bước đi quan trọng đưa tài nguyên rừng trở thành nguồn lực cho phát triển bền vững và ứng phó biến đổi khí hậu.
Tại cuộc làm việc với đoàn đàm phán cùng đại diện Đại sứ quán Anh, Na Uy, Hàn Quốc và Hoa Kỳ, Thứ trưởng Bộ Nông nghiệp và Môi trường, ông Nguyễn Quốc Trị khẳng định, Việt Nam đã hoàn tất những nền tảng quan trọng nhất để bước vào đàm phán. Nghị định 180/2026/NĐ-CP về dịch vụ hấp thụ và lưu giữ carbon của rừng đã xác lập đầy đủ cơ sở pháp lý về quyền sở hữu tín chỉ, thẩm quyền ký kết và quản lý nguồn thu từ carbon rừng.
Nearly four years after Viet Nam and the LEAF Coalition signed a Letter of Intent at COP26, negotiations on the Emission Reductions Purchase Agreement (ERPA) for the South Central and Central Highlands regions have officially begun. The agreement is not only aimed at selling carbon credits. It is also seen as an important step toward turning forest resources into a driver of sustainable development and climate action.
At a meeting with the negotiating delegation and representatives from the embassies of the United Kingdom, Norway, the Republic of Korea and the United States, Deputy Minister of Agriculture and Environment Nguyen Quoc Tri said Viet Nam has completed the key groundwork needed to begin negotiations. Decree No. 180/2026/ND-CP on forest carbon sequestration and storage services has established a comprehensive legal framework covering carbon credit ownership, signing authority, and the management of revenue generated from forest carbon.

"Viet Nam now has a comprehensive legal framework. It not only supports cooperation with Emergent, but also provides the foundation for future agreements and long-term, sustainable development.Our forest cover exceeds 42%, which is higher than the average for Asia and the world. However, according to the Forestry and Forest Protection Department, communities that depend on forests continue to face significant challenges and are generally poorer than those in other areas.If this agreement is signed, it will create additional value and new income for people whose livelihoods depend on forests."

Việt Nam không bắt đầu từ con số không. Trước đó, Việt Nam đã hoàn thành chuyển giao 11,3 triệu tín chỉ carbon rừng theo Thỏa thuận ERPA vùng Bắc Trung Bộ với Ngân hàng Thế giới, trở thành một trong những quốc gia đầu tiên ở khu vực hiện thực hóa cơ chế chi trả dựa trên kết quả giảm phát thải.
Theo Cục Lâm nghiệp và Kiểm lâm, báo cáo kết quả giảm phát thải giai đoạn 2021–2022 đang được thẩm định độc lập theo tiêu chuẩn quốc tế ART TREES và dự kiến được cấp những tín chỉ carbon đầu tiên vào quý I/2027. Nếu đạt đúng lộ trình, Việt Nam sẽ nằm trong nhóm các quốc gia tiên phong đưa tín chỉ carbon rừng chất lượng cao ra thị trường quốc tế.
Viet Nam is not starting from scratch. The country has already transferred 11.3 million forest carbon credits under the North Central Region ERPA with the World Bank, becoming one of the first countries in the region to implement results-based payments for emission reductions.
According to the Forestry and Forest Protection Department, the emission reduction report for 2021-2022 is currently undergoing independent verification under the international ART TREES standard. The first batch of forest carbon credits is expected to be issued in the first quarter of 2027. If the process stays on schedule, Viet Nam will join the group of pioneering countries bringing high-quality forest carbon credits to the international market.

"Emergent will work actively to communicate Viet Nam's impressive forest protection record to potential buyers in the carbon market. We are confident that companies will be excited to learn that the carbon finance provided through LEAF will be integrated with Viet Nam's existing Payment for Forest Environmental Services programme. This is a very attractive feature. Companies will also be interested in how local communities and ethnic minority groups will benefit. The ERPA we are negotiating this week is not simply a commercial contract. It is a historic partnership that will channel international climate finance directly into Viet Nam's green transition, while rewarding local communities and protecting biodiversity."

Theo các đối tác, thành công của ERPA không chỉ được đo bằng lượng phát thải cắt giảm, mà còn bằng khả năng đưa nguồn tài chính khí hậu đến với những cánh rừng và cộng đồng đang ngày đêm gìn giữ tài nguyên thiên nhiên.
According to the partners, the success of the ERPA should not be measured only by the volume of emission reductions. It should also be measured by its ability to deliver climate finance to forests and to the communities that protect them every day.

These events are a reminder that the increasing frequency of extreme weather and its impacts underline the urgency and importance of action, solidarity and international cooperation. We welcome the progress that Viet Nam and its partners have made in reaching this stage of launching negotiations on the initial Emission Reductions Purchase Agreement. Maintaining this momentum toward an agreement this year will be essential to building confidence among buyers and partners."

Nếu đàm phán thành công trong tuần này, Thỏa thuận ERPA dự kiến sẽ được ký kết bên lề Hội nghị COP31 tại Thổ Nhĩ Kỳ vào tháng 11 tới. Không chỉ mở rộng hợp tác quốc tế về khí hậu, thỏa thuận còn đánh dấu bước chuyển của ngành lâm nghiệp Việt Nam từ bảo vệ rừng bằng nguồn lực ngân sách sang tạo giá trị kinh tế từ chính những cánh rừng được gìn giữ, qua đó đóng góp vào mục tiêu phát thải ròng bằng "0" và khẳng định vai trò ngày càng chủ động của Việt Nam trên thị trường carbon toàn cầu.
If negotiations are successful this week, the ERPA is expected to be signed on the sidelines of COP31 in Türkiye this November. The agreement will not only expand international climate cooperation. It will also mark a shift for Viet Nam's forestry sector - from relying on public funding to protect forests to creating economic value from well-managed forests. In doing so, it will contribute to the country's net-zero emissions goal and strengthen Viet Nam's increasingly proactive role in the global carbon market.
(VAN) As electricity demand rises, Viet Nam is accelerating energy efficiency and renewable energy development to strengthen energy security and achieve net-zero emissions by 2050.
(VAN) FDI enterprises, with their large capital, modern livestock technology, high-yield breeds, industrial feed, advanced veterinary systems, and value-chain production linkage models, have significantly impacted Viet Nam's livestock industry.
(VAN) The program Promoting Grassroots Biodiversity Conservation Initiatives, organized by the Center for People and Nature, supports initiatives based on local needs that grassroots organizations and communities propose and implement directly.
(VAN) The project has completed several key outputs. These include a research report proposing additional statistical indicators for greenhouse gas inventories to be incorporated into the National Statistical Indicator System.
(VAN) Hanoi is gradually introducing electric waste collection and transport vehicles to collect and transport household waste, helping protect the environment and improve the quality of urban public services.
