Signing 2026 Addendum for sustainable plant protection products management framework

(VAN) Sustainable Plant Protection Products Management Framework Programme (2023 - 2028) will focus on strategic transition and result consolidation.

On January 14, the Plant Production and Protection Department (PPPD) and CropLife Vietnam signed an Addendum to the cooperation activities for implementing the Sustainable Plant Protection Products Management Framework Programme in 2026, continuing that programme for the 2023 - 2028 period between PPPD and CropLife Asia.

The signing of the 2026 cooperation addendum further specifies the areas of collaboration between the two sides, aiming to promote the management and use of plant protection products in a scientific, risk-based, safe, effective, and sustainable manner, in line with Viet Nam’s orientation toward improving plant protection products management policies and aligning with international practices.

Cooperation results in 2025 - an important foundation for the next phase

At the signing ceremony, Mr. Huynh Tan Dat, PPPD Director General, stated that 2025 was identified as a pivotal year in the implementation of the Sustainable Plant Protection Products Management Framework Programme, closely linked to Viet Nam’s process of reviewing and improving the legal framework for plant protection products management in a scientific, risk-based manner.

"In 2025, the two sides effectively coordinated the implementation of many key groups of activities. Notably, capacity building for regulatory authorities was strengthened, particularly in the areas of environmental risk assessment of plant protection products and residue management (MRLs), with the support of international organizations and experts. These activities have contributed to supporting the development, refinement, and enforcement of regulations related to plant protection products in Viet Nam," Mr. Huynh Tan Dat noted.

In addition, the programme promoted the application of advanced plant protection solutions, including biological plant protection products and spraying technologies using unmanned aerial vehicles (drones); at the same time, it expanded training and capacity-building activities and strengthened communication on the safe, effective, and responsible use of plant protection products through various in-person and online formats, as well as cooperation with media agencies.

Cooperation in 2026: strategic transition and consolidation of 5-year journey

According to the 2026 cooperation addendum, activities will continue to be implemented under the Sustainable Plant Protection Products Management Framework Programme for the 2023 - 2028 period, with a focus on strategic transition and consolidation of cooperation outcomes. Priority areas include supporting the review and improvement of policies and strengthening management capacity for plant protection products; promoting the application of advanced plant protection solutions, particularly biological plant protection products, through participation in the ASEAN Framework Programme on the Management of Biological Plant Protection Products.

At the same time, the parties will further develop and operate training and capacity-building platforms, innovate approaches to enhance the effectiveness of responsible plant protection products use, and strengthen policy communication to disseminate models and cooperation outcomes to communities and stakeholders.

Mr. Dang Van Bao, Chairman of CropLife Viet Nam, shared that CropLife Viet Nam is pleased to continue accompanying PPPD in implementing the Sustainable Plant Protection Products Management Framework Programme. Close cooperation between the public and private sectors is expected to continue making positive contributions to the goals of sustainable agricultural development and the protection of human health and the environment.

The cooperation results in 2026 are expected to help enhance sectoral management capacity, promote the application of science and technology, support training and awareness raising for farmers and stakeholders, and further strengthen the harmonization of plant protection products management policies with the requirements of global markets and the international economy.

On the same day, the Addendum detailing cooperation contents for the fifth year of the Programme on the Safe, Effective, and Responsible Use of Plant Protection Products in Dong Thap Province was also signed between PPPD, the Dong Thap Department of Agriculture and Environment, and CropLife Vietnam. The event marks five consecutive years (2022 - 2026) of programme implementation at the local level.

For the programme in Dong Thap Province, 2026 is the year of consolidation, marking the transition from implementation to synthesis and dissemination of models. The programme will be expanded in scale and scope, increasing the number of participating farmers and agro-dealers, extending coverage in line with newly adjusted administrative boundaries, and developing sustainable plant protection products use models associated with the application of unmanned aerial vehicle (drone) spraying technology. In parallel, the parties will finalize a five-year impact assessment report, organize a closing ceremony, and conduct field visits and evaluations of practical models, serving as a basis for proposing replication in other localities.
