Quang Ninh launches 8-billion-capacity aquatic seed center

(VAN) Quang Ninh has approved a VND 550 billion aquaculture seed center in Van Don, aiming to secure seed supply and strengthen the province’s marine economy.

The People’s Committee of Quang Ninh province has issued a decision approving the investment policy for the “Van Don Aquatic Seed Production Center” project. The project will be implemented under a public–private partnership (PPP) model with a BOO (Build–Own–Operate) contract.

The investor selected to propose the project is Tan Lap Trading Co., Ltd., a company with a strong commitment to the local aquaculture sector.

The center will be built on Lo Ho island in the Van Don special economic zone. According to the overall design, the project will develop a synchronized infrastructure system including three specialized production and nursery areas, along with a dedicated transformer station to ensure stable operations.

The species to be produced are diverse, with high value as the main focus, including golden pompano, grouper, sea bass, and specialty mollusks such as Pacific oysters, geoduck clams, and abalone.

In terms of scale, this is one of the largest aquatic seed projects in the region, with a total investment of nearly VND 550 billion. In the capital structure, businesses play the leading role, contributing nearly VND 527 billion for technology systems and operations, while state funding of nearly VND 23 billion will support basic infrastructure prepared in earlier stages.

Expectations for the center’s supply capacity are significant, with a designed output of up to 8.32 billion juveniles per year and an estimated 1,600 tons of commercial seafood. The project is scheduled to be implemented over four years, setting an important milestone in the first quarter of 2027 to supply at least 1.5 billion disease-free mollusk juveniles to the market.

This will not only address the shortage of local seed supply but also help fishermen in Quang Ninh reduce disease risk and transportation costs while avoiding reliance on unstable external sources.

Following the approval of the investment policy, the investor is urgently preparing a feasibility study report to submit to the competent authorities for review. Once operational, the Van Don Aquatic Seed Production Center will become a key link in the province’s marine aquaculture value chain, helping Quang Ninh reduce its dependence on seed supply from other provinces and reinforcing its leading role in Viet Nam’s marine economy.

Based on Quang Ninh's strategic geographical location, vast sea area, relatively favorable natural, hydrological, and climatic conditions, along with stable basic marine environmental indicators and a planned and oriented water surface area, Quang Ninh has the foundation to develop marine aquaculture in a concentrated, industrial, and large-scale manner, and is asserting its leading position in the marine economic development strategy with systematic steps in aquaculture planning.

A notable reality is that marine aquaculture activities are often small-scale and scattered, involving a very large number of households. However, the authority to allocate marine areas is currently concentrated mainly at the provincial level, creating enormous administrative pressure on higher-level management and failing to fully utilize the direct supervisory and management role of local authorities.

Quang Ninh possesses over 6,100 km² of sea surface, a coastline stretching over 250 km, along with thousands of large and small islands, a diverse marine ecosystem, and many sheltered bays, all of which are extremely favorable conditions for aquaculture.
