Prime Minister Le Minh Hung sets out 5 directions for 2026-2031 term

(VAN) Prime Minister Le Minh Hung outlined 5 directions for the Government (2026 - 2031 term) emphasizing growth, institutional reform, integrity, and services.

On April 7, with 495 out of 495 deputies voting in favor, the 16th National Assembly adopted a resolution electing Mr. Le Minh Hung, Politburo Member, Secretary of the Party Central Committee, and Head of the Central Organization Commission, as Prime Minister of the Socialist Republic of Vietnam for the 2026 - 2031 term.

Immediately after the resolution was passed, newly elected PM Le Minh Hung took the oath of office.

"Under the sacred red flag with a yellow star of the Fatherland, before the National Assembly and voters nationwide, I - the PM of the Socialist Republic of Viet Nam solemnly swear: to remain absolutely loyal to the Fatherland, to the people, and to the Constitution of the Socialist Republic of Vietnam; and to strive to fulfill all tasks entrusted to me by the Party, the State, and the people," PM Le Minh Hung declared in his oath.

After the oath-taking ceremony, PM Le Minh Hung delivered an address before the National Assembly and voters nationwide.

5 key pillars of action for the new Government

Immediately after receiving the National Assembly’s vote of confidence, the newly elected PM delivered his inaugural speech to the legislature and the people across the country. In his opening remarks, he expressed deep appreciation and sincere thanks to the National Assembly for its trust, affirming that this was not only a great honor but also a heavy responsibility to the Fatherland and the people, especially as the country enters a new phase of development that requires rapid and sustainable growth.

In a solemn moment, he respectfully paid tribute to President Ho Chi Minh, and expressed gratitude to revolutionary predecessors, fallen heroes, Heroic Vietnamese Mothers, wounded and sick soldiers, and the entire population for their sacrifices and contributions that have enabled the country to achieve remarkable, historically significant accomplishments and enhance its international standing.

PM Le Minh Hung also extended his thanks to the Party Central Committee, the Politburo, and the Secretariat particularly General Secretary and State President To Lam as well as previous generations of leaders who have laid a solid foundation for the Government in the next stage of development.

Highlighting the new context following the 14th National Party Congress, he noted that the 2026–2031 term opens up historic opportunities, requiring the country not only to develop but to make breakthroughs; not only to integrate but to elevate its global position; and not only to grow but to ensure rapid, sustainable, and inclusive development while improving people’s living standards and well-being.

Before the National Assembly and the people, the head of Government pledged absolute loyalty to the Fatherland, the people, and the Constitution; reaffirmed steadfast adherence to the path chosen by the Party, President Ho Chi Minh, and the people; and emphasized the spirit of unity under the leadership of the Party Central Committee, with General Secretary and State President To Lam. On that basis, PM Le Minh Hung stated that the new-term Government has identified five major, central directions for action.

First, to build a modern, enabling, and people-centered Government. The focus is on comprehensively improving institutions, drastically cutting administrative procedures, removing bottlenecks, unlocking resources, and streamlining the apparatus for greater effectiveness and efficiency. Each Government member must match words with actions, governing with a modern, proactive, and flexible management mindset.

Second, to steer the economy toward high and sustainable growth, targeting an average GDP growth rate of over 10% per year in the 2026-2031 period. Science and technology, innovation, and digital transformation are identified as top breakthroughs; infrastructure development will be synchronized, while green transition and climate change adaptation will be promoted. The state sector will play a leading role, while the private sector will serve as the most important driving force, ensuring all sectors have equal opportunities to contribute and benefit fairly.

At the same time, the Government affirms that investing in people is investing in the future, prioritizing education reform, developing a high-quality workforce, strengthening grassroots healthcare capacity, ensuring social security, and leaving no one behind. Culture is emphasized as the spiritual foundation and intrinsic strength of the nation.

Third, to effectively operate the organizational apparatus under the new model. Following the official implementation of the two-tier local government system from July 1, 2025, the key task is to ensure the system operates in a substantive and efficient manner. The Government will promote decentralization and delegation of authority in tandem with appropriate resource allocation, improve the quality of civil servants—especially at the grassroots level—and designate 2026 as the year of enhancing grassroots cadre quality. Public and business satisfaction will serve as the key measure of performance.

Fourth, to build a united, coordinated, and supportive Government. Based on the principle that state power is unified with clear assignment, coordination, and control, the Government will closely work with Party bodies, the National Assembly, the Vietnam Fatherland Front, socio-political organizations, and local authorities to institutionalize and effectively implement policies, while listening to and promptly addressing issues arising from practice.

Fifth, to build a Government that is incorruptible, disciplined, resilient, and accountable. The head of Government emphasized that public trust is the greatest resource. Accordingly, efforts to combat corruption, wastefulness, and negativity will be intensified; discipline and order will be strengthened; leadership accountability will be enhanced; and strict action will be taken against avoidance and indifference, while encouraging and protecting officials who dare to think and act for the common good.

Concluding his address, PM Le Minh Hung affirmed that the Government for the 2026–2031 term will always be guided by President Ho Chi Minh’s vision of a government of the people, by the people, and for the people, thereby fostering unity and determination to lead the country into a phase of breakthrough development toward prosperity, strength, civilization, and happiness.

He also expressed his hope to continue receiving close leadership and direction from the Party Central Committee, oversight from the National Assembly, coordination from the Vietnam Fatherland Front and socio-political organizations, as well as the support of the entire population and the international community to successfully fulfill the entrusted responsibilities.
