On the morning of April 6, with 491 out of 491 delegates voting in favor (representing 100% of the members present), the National Assembly (NA) passed a resolution to elect Mr. Tran Thanh Man, a member of the Politburo and Chairman of the 15th NA, as the Chairman of the 16th NA for the 2026-2031 tenure.
Following the adoption of the resolution confirming the results, Chairman Tran Thanh Man took the oath of office and delivered his inaugural address.
"Under the sacred red flag with a yellow star of the Fatherland, before the NA and my fellow voters nationwide, I, the Chairman of the NA of the Socialist Republic of Viet Nam, do solemnly swear: To be absolutely loyal to the Fatherland, to the People, and to the Constitution of the Socialist Republic of Viet Nam, and to strive tirelessly to fulfill the duties assigned by the Party, the State, and the People," stated Mr. Tran Thanh Man.

In his remarks after being elected as Chairman of the 16th NA, the Chairman expressed his sincere gratitude to voters in Ho Chi Minh City for their trust in electing him as NA deputy, and to fellow deputies for entrusting him with this important responsibility. He noted that this is a great honor, but also a heavy responsibility before the Party, the State, voters, and people nationwide.
In a solemn atmosphere, the Chairman conveyed his deep respect and profound gratitude to President Ho Chi Minh, and paid tribute to veteran leaders, revolutionary elders, Vietnamese Heroic Mothers, Heroes of the People’s Armed Forces, Heroes of Labor, as well as families of fallen soldiers, war invalids, deceased soldiers, and those who have rendered meritorious service to the country.
The Chairman also expressed his sincere thanks for the leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, led by General Secretary To Lam; and extended his appreciation to NA deputies, voters, people at home, overseas Vietnamese, and international friends for their continued support and companionship, helping Viet Nam confidently enter a new era of development.

According to the NA Chairman, the country stands at a historic turning point. Looking back on its 80-year journey, while the NA has achieved significant milestones, the tasks ahead remain formidable yet glorious.
The 16th NA will inherit and build upon the achievements of previous tenures with a commitment to innovation, steadfast political mettle, and a spirit of serving the people. The goal is to develop the NA into the truly highest representative body of the people and the highest organ of state power - a vivid embodiment of the Socialist law-governed State, striving for a prosperous people, a strong nation, and a democratic, equitable, and civilized society.
Emphasizing personal responsibility, the Chairman affirmed his dedication to serving the Fatherland and the people to the best of his ability. Together with the NA, its Standing Committee, and other agencies, he pledged to continue vigorously innovating parliamentary activities.
A key focus will be to accelerate the application of science and technology, foster innovation, and build a Digital National Assembly integrated with AI. The aim is to enhance operational quality and efficiency under the motto: "Actions must match words - Act immediately, act correctly, act effectively, and see things through to the end."
The Chairman also stressed the need to reform legislative thinking towards being "cautious in method but decisive in action." This involves focusing on perfecting a synchronous institutional framework that meets the requirements for rapid, sustainable development and aligns with the process of international integration.
Furthermore, the quality of oversight will be enhanced, with a focus on law enforcement. Oversight is to be viewed as a tool for promoting development, with close monitoring and follow-ups on the implementation of post-oversight recommendations. Simultaneously, the NA will improve the quality of decisions on major national issues and deepen parliamentary diplomacy, contributing to elevating Viet Nam’s stature on the international stage.

The NA Chairman expressed his hope to continue receiving leadership and direction from the Party Central Committee, the Politburo, and the Secretariat, as well as attention and valuable feedback from current and former leaders of the Party, the State, and the Viet Nam Fatherland Front.
He also called for close and effective coordination among NA bodies, the Government, ministries, sectors, and local authorities; and expressed his wish for voters and people at home and abroad, the intellectual community, scientists, organizations, individuals, and international friends to continue accompanying and supporting the 16th NA in fulfilling its tasks.
Through these efforts, he emphasized the need to contribute, together with the entire Party, the people, and the armed forces, to the successful implementation of the Resolution of the 13th National Party Congress, realizing the aspiration to build a peaceful, independent, democratic, prosperous, and civilized Viet Nam, and advancing steadily toward socialism.
Mr. Tran Thanh Man was born in 1962 in Chau Thanh District, Hau Giang (now Can Tho City). He has been a member of the Party Central Committee for the 10th (alternate), 11th, 12th, 13th, and 14th terms; a member of the Party Central Secretariat for the 12th term; a member of the Politburo for the 13th and 14th terms; and a deputy of the NA for the 13th, 14th, 15th, and 16th terms.
He spent many years working in youth union activities in Hau Giang and Can Tho. From July 1994, he served as Chief of Office, and later as Vice Chairman and Chairman of the Can Tho People’s Committee.
Mr. Tran Thanh Man also served for more than four years as Secretary of the Can Tho Party Committee before taking on the roles of Vice President and then President of the Viet Nam Fatherland Front Central Committee.
In April 2021, he was elected by the 14th NA as Vice Chairman of the NA.
In July 2021, at the first session of the 15th NA, he was re-elected as Vice Chairman of the NA and was later assigned as Standing Vice Chairman.
In May 2024, he was assigned to oversee the operations of the NA Standing Committee and the NA, and was subsequently elected Chairman of the NA at the 7th session of the 15th NA.
