In his opening remarks, Deputy Minister Phung Duc Tien emphasized that the Conference is organized to concretize the sector’s annual growth target of 4-5%, while also orienting the development of a key science and technology program for the 2026-2030 period to support sustainable fisheries, circular economy, and digital transformation.
"This is an opportunity for research achievements, equipment, and technologies in the fisheries sector to truly be applied in production, becoming a driving force for improving productivity, quality, and added value. At the same time, the Conference will serve as a platform for connection, exchange, and promotion of production in key fisheries regions in the Mekong Delta," the Ministry’s leader shared about the Conference’s objectives.

The 2026 National Conference on Fisheries Science, Technology and Fisheries Surveillance is scheduled to take place over two days, April 27-28, at the Saigon Exhibition and Convention Center (SECC) in Ho Chi Minh City, under the chairmanship of leaders of the MAE.
The Conference is expected to bring together around 300 delegates, including policymakers, scientists, businesses, and domestic and international organizations, along with representatives from localities and fishing communities. The event will be held in a hybrid format, combining in-person and virtual participation, and will feature a plenary session, four specialized subcommittees, and a technology exhibition area.
Providing additional information at the press briefing, Nguyen Huu Ninh, Deputy Director General of the Department of Science and Technology, stated that one of the Conference’s overarching objectives is to strengthen linkages among "three pillars" - the State, scientists, and businesses.

Vietnam’s fisheries sector has set out ambitious targets. By 2030, total output is expected to reach 9.8 million tonnes, with export turnover ranging from USD 14-16 billion, while marine aquaculture is to be developed into a large-scale industrial sector. Looking ahead to 2045, fisheries will continue to play a key role in the structure of the agricultural and marine economy, positioning Vietnam as a global hub for deep seafood processing and placing it among the world’s top three countries.
In this context, the organization of the Conference is seen as a timely step, as science and technology are no longer optional but have become an inevitable pathway for sustainable development in the sector. This also aligns with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation.
In practice, during the 2021-2025 period, the fisheries sector achieved notable results thanks to the application of science and technology and the adoption of international experience. In 2025, total fisheries output reached nearly 10 million tonnes, with export turnover of approximately USD 11.3 billion, helping Vietnam rise to fourth place globally in production and third in export value. The sector also provides livelihoods for more than 4 million workers, playing a vital role in marine economic development and in safeguarding national sovereignty at sea.

According to VAN News Deputy Editor-in-Chief Le Trong Dam, a key highlight of the Conference will be the exhibition area, featuring 200 booths showcasing scientific and technological achievements. This will not only be a venue for product display but also a space for connection, where ideas are tested in real production settings and their value is proven through economic efficiency.
Within the framework of the Conference, four specialized subcommittees will focus on discussing key issues, with particular emphasis on two main sectors: shrimp and pangasius. The subcommittees on technology application for sectoral development will seek solutions to reduce unsustainable fishing practices, minimize post-harvest losses, and enhance product value. At the same time, learning from international experience and scaling up effective models will also be prioritized.

The subcommittee on marine fisheries development associated with biodiversity conservation and fisheries resource management will address urgent requirements in the context of declining natural resources, while ensuring compliance with international commitments on combating illegal fishing.
"To achieve growth targets in both output and export value, science and technology must become the foundation for policymaking and development orientation. From seed technology, aquaculture environment management, feed and nutrition to processing, preservation, and traceability technologies, all require synchronized innovation," affirmed Nguyen Quang Hung, Deputy Director General.
In addition, marine conservation is given special emphasis. Environmental management and the protection of marine ecosystems not only serve conservation goals but also provide a foundation for the long-term sustainable development of the marine economy.
The MAE, in coordination with the Vietnam Fisheries Society, will organize the 1st Vietnam International Fisheries Science and Technology Exhibition - VinaFis Expo 2026, taking place from April 28-30, 2026 at SECC in Ho Chi Minh City.
The organizing committee has invited fisheries associations from countries in the East Sea region, including Malaysia, Indonesia, the Philippines, and China, along with numerous international buyers. The event will serve as an open platform for stakeholders to meet, exchange, and transfer technologies, while expanding cooperation opportunities and market access.
Within the framework of the event, a fish release ceremony will be held on the afternoon of April 27 by the Ho Chi Minh City Department of Agriculture and Environment, demonstrating a commitment to environmental protection and the replenishment of aquatic resources.
