Lao Cai is implementing Decree No. 38/2026/ND-CP on managing planting area codes, packaging facilities and the import of plants with soil balls. The Lao Cai Provincial People's Committee has just issued a document directing relevant departments, sectors, localities, organizations and individuals to execute the Government's Decree No. 38/2026/ND-CP within the province.
Accordingly, the Lao Cai Department of Agriculture and Environment is assigned to preside over and coordinate with relevant units to guide the implementation of Decree 38's regulations; and advise on appropriate decentralization and authorization to facilitate the execution process. Simultaneously, the Department will develop annual plans for granting and managing planting area codes and packaging facilities, and organize training and guidance for organizations and individuals to properly follow the prescribed procedures and processes.

In addition, it is required to build, update and manage the database on planting area codes and packaging facilities. The province will promote the application of information technology in traceability, ensuring openness and transparency. The inspection and review of all planting areas and packaging facilities that have been granted codes will also be conducted, guiding the completion of dossiers and conversion according to the new regulations, to be completed before June 30, 2026.
The People's Committees of communes and wards are responsible for enhancing communication and disseminating the Decree's regulations to citizens and businesses. They must coordinate to strictly review and manage planting areas and packaging facilities in their localities. Furthermore, they will provide guidance on improving production quality to meet requirements for plant quarantine, food safety and traceability.
For organizations and individuals, the Lao Cai Provincial People's Committee requires strict compliance with regulations on planting area codes and packaging facilities. They are urged to proactively apply safe production processes, manage pests and ensure the quality of agricultural products. Simultaneously, they must fully comply with plant quarantine regulations and import procedures for plants with soil balls, in accordance with the law.
