A delegation from the Hanoi People’s Committee, led by Chairman Vu Dai Thang, carried out a series of activities in Osaka and Tokyo, focusing on promoting cooperation with Japanese localities in innovation, science and technology, and digital transformation, while strengthening connections with the Vietnamese community of intellectuals and experts in Japan.

At the Consulate General of Vietnam in Osaka, Consul General Nguyen Truong Son highlighted positive progress in Viet Nam - Japan relations, particularly in the Kansai region, while underscoring the mission’s role as a bridge in promoting local-level cooperation, especially in science and technology, healthcare, and biotechnology.
Hanoi People’s Committee Chairman Vu Dai Thang reaffirmed the city’s vision to, by 2045, rise to the level of leading capitals worldwide, and by 2065 become a global city with a high quality of life. To realize this vision, Hanoi will step up efforts to seek international partners, particularly in developing large-scale infrastructure such as urban railways, smart cities, and multi-layered urban spaces. He also called on the Consulate General to continue supporting Hanoi in deepening connections with localities in the Kansai region.

Established in 2013, OIH serves as a coordinating hub that supports and connects stakeholders across the innovation ecosystem, from government agencies and businesses to universities and investment funds. A key strength of OIH lies in its integrated approach, with a focus on developing core technology sectors such as biotechnology, pharmaceuticals, and green and digital technologies. The center operates a 24/7 open space, enabling startups to network and develop products, while also hosting large-scale international events and helping businesses access global funding sources.
During the meeting, Chairman of the Hanoi People’s Committee Vu Dai Thang described OIH as a valuable reference model for Hanoi in building and operating its own Innovation Center.
The Hanoi delegation also held a working session with Osaka Vice Governor Yamaguchi Nobuhiki. At the meeting, Vice Governor Yamaguchi expressed hope that the visit would mark the beginning of stronger exchanges and enhanced cooperation between Hanoi and Osaka in the future.

At the Embassy of Viet Nam in Japan, Mr. Vu Dai Thang stated that Hanoi is entering a new phase of development with many opportunities, including a clearly defined goal of becoming an innovation hub in the Asia-Pacific region. The city currently leads the country in digital transformation rankings, has consistently ranked among the top in innovation for many years, and is implementing a series of major projects such as the Hoa Lac Hi-Tech Park, R&D centers, and a venture capital investment ecosystem.
Hanoi also expressed its appreciation and readiness to coordinate with the Embassy of Vietnam in Japan in promoting the activities of the V-S.T.I.D intellectual networking platform.
“We will not only extend invitations but also listen to and absorb ideas from scientists. In our development orientation, Hanoi hopes to receive the companionship and contributions of young scientists and intellectuals to realize our vision and further affirm Hanoi’s position as the heart of the nation,” the Chairman emphasized.
